This position is located in the Associate Director's Office in the Department of Technology Services (DTS), Chief of Staff's Office, Policy and Resource Management Division (PRMD).

Duties

The Policy and Resource Management Division provides support to the Associate Director for Technology Services and the Chief of Staff in providing oversight and management for the administrative functions of the judiciary's national information technology (IT) program. The incumbent is a senior position in DTS and serves as the primary advisory resource to the Judicial Conference Committee on Information Technology, the IT Advisory Council, and supervising the three branch chiefs (Resource Management, Vendor Management, and Communications). The Division's work includes managing budget formulation, execution, and reporting activities associated with the Judiciary Information Technology Fund; managing IT acquisition support within DTS; and managing the department's marketing and communications tools. 1. Managing the day-to-day operations of the Division, and supervising the three branches chiefs as directed (Resource Management, Vendor Management, and Communications). 2. Setting goals, planning and implementing programs to achieve those goals. Accomplishing work through delegation, mentoring and coaching staff, aligning duties with staff strengths, supporting a team environment and fostering respect among team members. Inspiring and creating a positive work environment where employees are motivated to do their best to promote the organizational mission and goals. 3. Conducting in-depth research and participating in studies and other assessments involving complex issues related to the management of the Judiciary's IT program and conveying complex ideas, findings, alternatives, and recommendations clearly and effectively. 4. Assisting in the development of policies affecting the Judiciary's national IT program for consideration by the Judicial Conference of the United States and other Judicial Branch authorities. 5. Providing staff support to Judicial Conference committees and advisory groups within assigned area of responsibility. 6. Serving as a chair of regular IT investment planning sessions, maintains productive interactions with stakeholders, reports on investment process, and periodically analyzes IT projects for alignment with strategic planning objectives. 7. Serving as a chair of regular IT acquisition planning sessions, maintains productive interactions with stakeholders, reports on acquisition process, and periodically analyzes IT projects for alignment with strategic planning objectives. 8. Analyzing and evaluating the effectiveness of program spending and operations in meeting established goals and objectives. 9. Providing assistance in developing the annual update to the Long Range Plan for Information Technology in the Federal Judiciary. 10. Working in close collaboration with the DTS Chief of Staff on AO intra-agency operations, planning, initiatives, communication, cooperation, strategic planning, and providing reports in support of the Judiciary's IT program.

Qualifications

Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions. Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience directly related to the analysis and improvement of complex IT-related programs.
