This National Guard position is for a EXPLOSIVES SAFETY SPECIALIST, Position Description Number D2463000 and is part of the PA 193rd Special Operations Wing, National Guard.

Duties
As an EXPLOSIVES SAFETY SPECIALIST GS-0017-11, you will perform a broad range of safety duties in one or more areas of the weapons/explosives safety program. Plan and carry out formal investigations of reportable and non-reportable mishaps involving personal injury accidents, property damage, and cases of occupational illnesses covering a wide range of work operations and conditions related to explosives systems, missile systems, and/or weapons ranges. Develop specialized operating practices modifying or departing significantly from standard techniques when necessary, based on interpretation of policies, standards, and regulations applicable to weapons/explosives safety. Review plans and specifications for new construction, major building alterations, and/or changes in installation equipment and monitors project through completion to ensure compliance with safety codes and standards. Provide technical safety training/instruction to supervisors, employees, and/or unit safety representatives on areas such as proper handling and storage of weapons/explosives, traffic safety techniques, proper storage of hazardous materials, common laboratory hazards, and building evacuation procedures. Perform other duties as assigned.

- This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.

GENERAL EXPERIENCE: All GS-0017 series personnel must be certified at the next higher level before being eligible for that level and must have a minimum of one year on-the-job experience in the grade immediately below the next higher level. Understanding of the basic principles and concepts of explosives safety laws, policies, regulations, rules, procedures, and methods.
SPECIALIZED EXPERIENCE: Applicant must indicate at least 36 months experience in performing periodic/unscheduled inspections of base facilities, warehouses, stockpile management activities, and equipment maintenance operations and evaluated compliance with applicable regulations and hazard system. Recommended measures and methods to correct handling safety deficiencies. Participated in planning for testing of munitions, and assured integration of explosive safety criteria in testing procedures. Reviewed test implementation directives for inclusion of appropriate safety criteria. Prepared supplements to regulations and manuals for aircraft weapons safety and developed local regulations defining applicable mishap prevention procedures.
QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled. SPECIAL NOTE: Per the Merit Promotion and Placement Plan (MPP) if there are more than 15 qualified applicants for each position, by category, a KSA board will be convened in accordance with Chapter 4 of the MPP.
