The incumbent is responsible for the overall design, coordination, implementation, and evaluation of performance management systems for process improvement monitoring within the Columbia VA Health Care System. This includes Lean, Six Sigma, Coaching, Project Management, and Training.

Duties

The incumbent is responsible for the identification of process gaps and information needed to manage critical aspects of field operations and design and development of information, analytical studies, and improvement projects. This includes working closely with colleagues at the facility as well as those at other VA offices and healthcare facilities to understand workflow and usability needs, provide consultations during various phases of systems redesign process. They will use surveys, lean tools, and other tools to collect required information as well as observational studies, participate actively in design reviews, collect data using human subjects, conduct heuristic evaluations, run usability tests, analyze usability data, present findings, and monitor user feedback and satisfaction. The incumbent promotes organizational stewardship through the coordination of Systems Redesign and Improvement education initiatives and the development and deployment of effective internal controls. Responsible for the overall design, coordination, implementation and evaluation of performance management systems for process improvement monitoring with the Dorn VA Medical Center. Knowledge in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature. Knowledge of the theory and principles of management and organization, including administrative practices and procedures common to the organization that pertain to areas of responsibility, communication, delegation of authority, filing systems, and storage files and records. Analyzes issues in assignments, selects and applies accepted analytical techniques. Observes operations in order to identify problems in work-flow, work distribution, and the overall workload. Apply acceptable techniques and systems for assessing. Plan and carry out projects to improve efficiency and productivity of organizations and employees in administrative support activities. Identifies, analyzes, and makes recommendations in order to resolve conventional problems and situations. Meets the needs of all customers while supporting VA personnel in the pursuit of maintaining the missions that have been established of the integrated health care services. Consistently communicates with, and treats both internal and external customers, in a courteous, tactful, prompt and respectful manner. Provides customer with consistent information according to established policies and procedures. Handles conflicts and problems associate with customers constructively and appropriately. Performs other duties as assigned Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday - Friday, 8:00am - 4:30pm (Work schedule subject to change based on agency needs). Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/16/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of the theory and principles of management and organization, including administrative practices and procedures common to the organization that pertain to areas of responsibility, communication, delegation of authority, Collects baseline information, identifies limitation in current systems, and discovers, potential improvements, Identifies system designs problems and contribute to human errors, filing systems, and storage files and records. ~OR~ Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree, or 2 full years of progressively higher-level graduate education leading to such a degree or an LL.B. or J.D., if related to the work of this position. ~OR~ Combination education and experience: Applicants may qualify with a combination of specialized experience and education. Applicants qualifying based on education must submit a copy of transcripts (unofficial transcripts are ok). The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-9. Example: an applicant has 6 months of specialized experience equivalent to GS-7 and 1 year of graduate level education. The applicant meets 50 percent of the required experience but none of the required education, since he or she does not have any graduate study beyond that which is required for GS-7. Therefore, the applicant meets only 50 percent of the total requirement and is not qualified for the position. Preferred Experience: Lean Six Sigma Belt Certified. You will be rated on the following Competencies for this position: Administration and ManagementCommunicationsComputer SkillsOrganizational Performance Analysis Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work requires some physical exertion, such as periods of standing when teaching; some walking, bending, crouching, stooping, stretching, or similar activities when visiting work sites; and some moderate lifting and carrying. At other times the work is sedentary, requiring the use of a computer. Duties are performed primarily in an adequately lighted and climate - controlled office, classroom or conference room setting.
