You will serve as a MARINE TRANSPORTATION SPECIALIST in the MSCPAC Operations of MILITARY SEALIFT COMMAND PACIFIC. ***This Job Opportunity Announcement is using an additional online assessment tool to evaluate applicants. Duties

You will maintain current and projected ship schedules. You will maintain liaison with ship's masters and their department heads to ascertain emergent requirements while in port, and determine schedules and requirements for ship departures. You will review applicable message traffic, draft naval messages and correspondence as required. You will work with Port Operations and financial management to reconcile Ship Service transactions.

Requirements

  • This position is eligible for part time, substantial or ad-hoc telework at the discretion of management.
  • Relocation expenses (i.e. PCS) may be authorized in accordance with applicable travel regulations.
  • This position is subject to work an uncommon tour, periodic mornings, evenings, and weekends.
  • Occasional lifting of heavy objects (up to 50 pounds) may be required.
  • Must be a US Citizen.
  • Must be determined suitable for federal employment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Utilizing organizational operational and administrative relational protocols w/well known and/or familiar entities, (e.g., Fleet Commanders, Mission Sponsors, USTRANSCOM and its component commanders, the Maritime Administration and the Coast Guard) to ensure smooth and efficient support of Military Sealift Command (MSC), controlled vessels operating the MSCPAC Area of Operation (AO); Ordering and scheduling port services for merchant ships and controlled vessels, (i.e., scheduling and arranging for port services that include (but are not limited to) tugs, pilots, line handlers, berth or anchorage assignments, fuel (both cargo and bunkers) and water); Utilizing maritime practices and procedures as they affect ship operations; Using established/appropriate organization documents, (e.g., Coast Guard, federal regulations pertaining to the merchant marine; and U.S. Navy fleet operating procedures), and doctrine to aide/assist w/ coordinating, planning, developing and implementing operational schedules for cargo ships that transport vital inventories of various DoD cargo within the Pacific Theater; Utilizing appropriate guidelines, (e.g., Federal, Navy and MSC), to maintain and/adhere environmental protection programs, policies and procedures; Utilizing complex planning, coordinating and project management concepts to plan implement vessel schedules, resolve operational schedule problems not to exclude handling/managing/operating port operations equipment and services required for, (e.g., MSC), controlled vessels; Planning and accomplishing a variety of complex work assignments and identifying, analyzing, resolving marine transportation problems. Successful completion of a Ph.D. or equivalent doctoral degree

Successful completion of Three "3" full years of progressively higher-level graduate education leading to such a degree
