Duties

ZA-III: You will serve as a key leader in managing NIST's Emergency Management Program, driving essential initiatives that are critical to organizational success. This role encompasses a broad range of responsibilities aimed at enhancing the organization's emergency readiness and operational resilience. Key responsibilities include: Lead and oversee emergency management functions related to mitigation, preparedness, response, and recovery, ensuring programs align with organizational goals. Manage the Continuity of Operations Plans (COOP) and Emergency Operations Center (EOC) operations to ensure seamless response during emergencies. Develop, implement, and evaluate exercises and assessments to test and enhance emergency readiness and operational effectiveness. Establish and enforce policies and procedures to support alternate site preparedness and ensure comprehensive organizational readiness. Coordinate and oversee staff training programs to maintain high levels of preparedness across the organization. Administer the National Security Information Program, ensuring compliance with safeguarding standards and addressing areas of concern. Implement corrective actions based on audit findings and provide innovative solutions to identified challenges. Analyze program operations to identify opportunities for improvement and recommend strategies that address challenges and enhance effectiveness. Provide actionable recommendations to senior leadership, ensuring that emergency management initiatives align with long-term organizational objectives. ZA-IV: You will take on a leadership role providing expert strategic guidance to ESO senior leadership for NIST's Emergency Management Program. This position involves addressing critical challenges, driving innovative solutions, and influencing organizational strategies in emergency management. Key responsibilities include: Provide expert strategic leadership on emergency management initiatives, offering guidance to ESO senior leadership on critical areas such as mitigation, preparedness, response, and recovery. Oversee the Continuity of Operations Plans (COOP) and Emergency Operations Center (EOC) operations to ensure a seamless response to emergencies and maintain operational continuity. Formulate and implement new policies, procedures, and methodologies to address significant organizational challenges and improve emergency management strategies. Design and execute exercises, evaluations, and assessments to enhance emergency readiness and operational effectiveness across the organization. Manage the NIST Continuity of Operations Program, including establishing policy frameworks, overseeing staff readiness, and ensuring preparedness for alternate site operations. Lead training initiatives and readiness exercises to promote organizational resilience and improve staff preparedness. Ensure compliance with national safeguarding standards through the administration of the National Security Information Program, addressing deficiencies, and implementing corrective actions. Develop innovative solutions to critical issues, providing actionable recommendations that resolve deficiencies and set organizational precedents. Produce impactful recommendations that influence senior leadership decisions and help shape NIST-wide emergency management strategies and safety programs.

Qualifications

ZA-III: Applicants must have at least one year of specialized experience equivalent to the GS-11 grade level (or ZA-II grade level at NIST). Specialized experience is described as experience in supporting emergency response program management, contingency plan development, participation in exercises and training, and coordination of disaster response and continuity of operations efforts. ZA-IV: Applicants must have at least one year of specialized experience equivalent to the GS-13 grade level (or ZA-III grade level at NIST). Specialized experience is described as experience in leading emergency response, coordination, and execution, managing preparedness training, conducting threat analyses for continuity of operations, and providing briefings on emergency plans and policies. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
