You will serve as an EDUCATION PROGRAM SPECIALIST in the BUMED, Director of BUMED Education and Training Directorate (N7) of BUREAU OF MEDICINE AND SURGERY.
Duties
You will provide headquarters oversight for all Navy Medicine education and training policy and guidance.
You will be responsible for performing a variety of duties for corporate level initiatives requiring thorough research, analysis, coordination, data synthesis and executive level correspondence.
You will perform a variety of executive education roles supporting policy development in conjunction with the various Navy Medicine learning center activities.
You will liaison with various uniformed services training and education personnel and related commands as needed.
You will participate as team leader/team member in education and training site visits, as needed.
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience advising on education policy for internal and external activities (to include policy on training request validations, educational performance improvement initiatives, accreditations, evaluation and consolidation proposals, and authorization alignment reviews ensuring efficient use of education and training resources).
Experience researching current training issues, analyzing training data, and independently translating information into formal education and training policies, standards and strategic plan statements.
Experience planning and conducting validity and reliability studies concerning the assessment of priorities, program feasibility and project proposals.
Experience ensuring preparation and presentation (to include briefings, papers, and PowerPoints) of executive reports for higher authorities.
Experience communicating and initiating/facilitating working relationships with leadership, staff, and other organizations to resolve training and education policy issues.

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess
- Degree: that included or was supplemented by at least 24 semester hours in a field related to the work of the position to be filled, of which at least 9 semester hours must have been in education courses.

- Combination of education and experience -- at least 24 semester hours in a field related to the work of the position to be filled, of which at least 9 semester hours must have been in education courses, plus appropriate experience or additional education. The experience must reflect the level and kind described in C below.
or
- Four years of experience that demonstrated a thorough understanding of the principles and practices underlying the work of this series. This experience must have been of such character and diversity to demonstrate that the applicant possesses an understanding of the field comparable to that normally acquired through successful completion of a full 4-year course of study in an accredited college or university.
or
- At least 1 full academic year of professional teaching experience. This experience is defined as full and primary responsibility, under general supervision, for instruction of assigned students in an accredited school or institution. This includes responsibility for preparing and presenting lessons and for evaluating students' progress, including a determination of the students' success or failure according to established criteria. Serving in an assistant capacity to a professor without the authority to determine the students' success or failure to meet course requirements does not meet this criterion.
