This vacancy is for a GS-0802-12, ENGINEERING TECHNCIAN located in the Department of Homeland Security, U.S. Coast Guard, OPERATING LOCATION-SFLC MEC AVAIL PROJ MGMT SEC NORFOLK VA.
Duties
You will serve as a/an ENGINEERING TECHNCIAN and be responsible for using broad practical and technical experience and knowledge particular to design, engineering, construction, and operation of vessels and the systems and components found in marine engineering applications. The work involves a wide range of engineering and technical tasks in support of the Classes of Coast Guard vessels supported by the WMEC Product Line. The Engineering Technician will be assigned to manage and coordinate all efforts pre- through post- depot maintenance availability and support services to ensure that funding, contract, specifications and other requirements are met in support of the fleet.
Qualifications
Basic Requirements: One year of specialized experience equivalent to the GS-11 grade level is required. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience includes: planning and coordinating depot maintenance for major ship system to include main engine and generators for repairs and alterations and recommends approval, disapproval and/or alternate suggestions; evaluates maintenance and repair objectives and identifies the most economical and efficient procedures for project accomplishment considering all influences; conducts ship checks and site surveys to obtain field data on the nature and condition of existing systems and structures, collects data to plan and analyze special projects, studies and testing and development tasks assigned to the PDM Section; meets with contractors, manufacturers, and unit representatives to establish maintenance and repair requirements; development of technical requirements for contracting execution.
To qualify at the GS-12 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-11 grade level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

Specialized experience must include the following:
Knowledge of engineering subjects and disciplines to include marine, mechanical, industrial, and electrical areas, sufficient to establish the technical basis for oversight and evaluation of assigned work activities.
Knowledge of Federal and Coast Guard procurement/acquisition policy and regulations in order to monitor contractors' work and ensure conformance with contract specifications and requirements.
Ability to evaluate vessel maintenance and repair priorities within the confines of resource limitations (i.e. funding and time constraints).
Knowledge with practical experience related to the marine propulsion and prime-mover section of power generation systems.
Ability to effectively coordinate with contractor personnel to advise and assist on contractual provisions during maintenance.
Skill in basic computer usage and software applications, i.e. Microsoft Office Suite.

NOTE: Education cannot be substituted for experience at this grade level.
