Duties
You will serve as a/an Marine Transportation Specialist in the Examination Branch (NMC-22). The National Maritime Center (NMC) is the Coast Guard's focal point for all services involving the nation's merchant marine personnel, including: mariner training and assessment, medical certification, security screening, professional evaluation, testing, credentialing, records, and documentation. The Examinations Branch has a broad scope of responsibilities.
Qualifications
To qualify at the GS-12 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-11 grade level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

Specialized experience must include the following:
The ability to interpret administrative laws, regulations, policies and industry standards applicable to the knowledge assessment of merchant mariners.
Interpreting international law, federal laws, statutes, and regulations, agency policies, practices, and concepts, and professional standards governing merchant marine operations.
Establishing and maintaining effective relationships with representatives of the marine industry, maritime unions, and others to ensure the proper application of regulatory programs and policies, and to motivate them toward cooperative efforts.
Analyzing situations and preparing solutions to problems.
Adapting quickly to changes in regulations and procedures, or to interruptions that temporarily disrupt the workflow, and working under pressure while maintaining a high degree of accuracy.
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

Selective Placement Factor, as appropriate: Applicant must hold, or have held, a U.S. Merchant Mariner credential in the grade of Second Mate, Any Gross Tons; Master, 500 Gross Tons or higher; Master of Tow Vessel; or Master of Offshore Supply Vessels (OSVs).
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees. Selectee(s) for this position who are newly appointed to a permanent or term position may be eligible for student loan repayment up to $10,000 (pre-tax) for one calendar year.
