This vacancy is for a GS - 2210 - 13/14, IT Cybersecurity Specialist located in the Department of Homeland Security, U.S. Coast Guard, SFLC BOD INFORMATION SERVICES BR. Promotion Potential: If this position is filled at a level below the full performance level, the selectee may be promoted without further competition. Duties

You will serve as a/an IT Cybersecurity Specialist and be responsible for ensuring the confidentiality, integrity and availability of systems and data through planning, analysis, development, implementation, maintenance and enhancements of information systems security programs, policies, procedures, and tools. This position will serve as a team member supporting Operational Technology (OT) across the Coast Guard Surface Domain consisting of approximately 240 cutters and over 1,800 boats as well the SFLC and Coast Guard Yard Shore Side IT Products, Services, and Information Systems (IS).

Qualifications

Basic Requirements: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND SPECIALIZED EXPERIENCE: To qualify at the GS-13 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-12 grade level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples include Integrating information systems security with other security disciplines; certifying systems or network accreditation; ensuring coordination and or collaboration on security activities; and ensuring proper protection of evidence used in investigating computer crimes. OR SPECIALIZED EXPERIENCE: To qualify at the GS-14 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-13 grade level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include the following: developing and integrating software services; providing technical resolutions for problems with existing software and systems management; testing, analyzing, evaluating, validates and implementing new technologies; performing some acquisitions duties for IT products. Specialized experience must include all of the following: Knowledge of Risk Management Framework (RMF) requirements Knowledge of Authorization and Assessment process and requirements Ability to apply techniques for detecting host and network-based intrusions using intrusion detection technologies Ability to identify critical infrastructure systems with information communication technology that were designed without system security considerations Specialized experience must include the following: Knowledge of network security architecture concepts including topology, protocols, components, and principles (e.g., application of defense-in-depth) Knowledge of system administration, network, and operating system hardening techniques Ability to develop project plans, schedules & technical installation/implementation plans to procure, configure, deploy, and maintain OT and IT Products and Systems. Ability to plan, design, and monitor projects to develop, deploy, support and secure OT and IT Systems. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. NOTE: Education cannot be substituted for experience at this grade level. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.

Education

College Transcript: If you are qualifying based on education, submit a copy of your college transcript that lists college courses detailing each course by the number and department (i.e., bio 101, math 210, etc.), course title, number of credit hours and grade earned. You must submit evidence that any education completed in a foreign institution is equivalent to U.S. education standards with your resume. You may submit an unofficial copy of the transcript at the initial phase of the application process. If course content cannot be easily identified from the title of the course as listed on your transcript, you must submit an official course description from the college/university that reflects the content at the time the course was taken.
