The Management and Program Analyst reports to the Senior Business Manager (Supervisory Health System Specialist) of Specialty Care at Tennessee Valley Healthcare System (TVHS). The position interprets data, identifies trends for planning for the future of the service. The position identifies clinic inefficiencies and bottlenecks, researching their root causes and creating innovative alternatives to ensure the delivery of timely, appropriate, quality patient care.
Duties
Specialty Care provides a wide array of complex services including hematology, oncology, hospital medicine, cardiology, allergy, immunology, rheumatology, dermatology, photopheresis, endocrinology, emergency medicine, gastroenterology, infectious disease, nephrology, dialysis, palliative care, pulmonology, respiratory therapy, urgent care, and transplant. The Management and Program Analyst is ultimately responsible for providing healthcare analytic data and metrics for area of assignment and is responsible for the effectiveness of the healthcare process and maximum utilization of VA resources for Veteran patients. The incumbent advises on and coordinates administrative policies, programs and operations for all Acute & Medical Specialty Care staff and trainees ( Fellows, Residents, Medical Students and Without Compensation providers), approximately 820 individuals. The incumbent is required to data mine, create templates, and effectively communicate patient care plans to staff. Incumbent is required to present innovative alternatives through power point, excel, access, and various computer programs in order to communicate with a diverse audience.
Major Duties for the Management and Program Analyst include:
Performs data analysis and provides analytical packages with recommendations and solutions using a variety of tools.
Analyzes and evaluates, on a quantitative or qualitative basis, the effectiveness of patient care systems in meeting established goals and objectives for area of assignment.
Responsible for preparing presentations to relay program changes, growth and possible future short falls to upper management and facility staff.
Develop, analyze, evaluate, advise on, or improve the effectiveness of work methods and procedures, organization, manpower utilization information and documentation systems, and/or similar functions of management impacting the areas of assignment.
Analyze data to identify trends and prepare an effective plan for implementation by facility staff to correct deficiencies in a timely manner.
Maintain a project tracking system for assigned or self-initiated projects.
Serve as subject matter expert regarding clinic management data analysis, operations management, and advanced access strategies all designed to improve assigned program effectiveness and effectiveness for all stakeholders.
Utilize a variety of data systems to monitor performance over time and service lines, identifying key trends that could affect the performance of patient care within assigned clinics.
Provides data and metrics to clinical leadership to help determine which assigned work area(s) are not meeting established goals by monitoring and managing of queues.
Performs other duties as assigned.
Work Schedule: Monday - Friday, 7:30am - 4:00pm
Telework: AD-HOC, VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/17/2025.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Specialized experience is defined as: ability to analyze problems to identify significant factors, gather pertinent data, recognize solutions, plan and organize work; communicate effectively orally and in writing; collecting, compiling and tracking data for clinic management and healthcare analytic projects within identified service lines; managing of clinics through consistent use of established processes and data systems; identifying clinic inefficiencies and bottlenecks; researching root causes and innovative alternatives to ensure the delivery of timely, appropriate, quality patient care. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have two (2) years of progressively higher-level graduate education or master's or equivalent graduate degree or LL.B. or J.D., in a related field of the position. Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience (equivalent to at least the GS-07 level or pay band in the Federal service) and education as described above. Physical Requirements: The work is sedentary. Typically, the incumbent may sit comfortably to perform work of the position. However, there may be some walking, bending, standing, carrying of light items such as papers and books. No special demands are required to do the work.
