THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a RECORDS & INFO MANAGEMENT SPECIALIST (KNOWLEDGE MANAGMENT), Position Description Number PDD2534000 and is part of the WY Joint Operations Center, Wyoming Army National Guard. This is a Title 32 Dual Status Technician Excepted Service position. Military affiliation is required.

Duties

This position is located in the Wyoming National Guard's Joint Force Headquarters, Special Staff to the Joint Chief of Staff. The primary purpose of the position is to serve as the Joint Staff Knowledge Manager (KM) providing specialized research, analysis, consultation, collaboration, technical assistance and advice to the Adjutant General, staff, directorates, subordinate commands, and organizations. The incumbent provides a framework to ensure the assessment, design, development, pilot, and implementation of information across all systems. Develops framework to include rules, guidance, procedures, and policies used to document, control and organize knowledge and information. Utilizes the latest Enterprise Information Systems (EIS) and collaborates with stakeholders to provide access and knowledge products for the organizations. 1. Serves as the subject matter expert and administrator in the development and implementation of policy and program guidance governing knowledge management (KM) initiatives pertaining to the Army, Air, and State National Guard. 2. Develops a Core Team and recommends appointment of KM representatives to resolve knowledge management issues. 3. Employs the Assess, Design, Develop, Pilot, & Implement (ADDPI) methodology and framework to guide project management in all KM solutions. 4. Provides training to internal (section and team members), higher (directorates), subordinate(teams or individuals), lateral (section and team members), joint (multi branch), inter-governmental (attached or employed state partners), and multinational mission partners (State Partnership Programs). ** This is NOT an all-inclusive list of duties. **

Area 2: Permanent and indefinite Wyoming National Guard (NG) T32 Dual Status technicians employed within the Wyoming National Guard. Must be willing/eligible to join the Wyoming Army National Guard as a military member prior to appointment to position. Area 4: Current Drill Status Airmen and M-day soldiers of the Wyoming National Guard. Must be willing/eligible to join the Wyoming Army National Guard as a military member prior to appointment to position. Area 6: Current military members of the United States military branches or prior service members of one of those military branches. Must be willing/eligible to join the Wyoming Army National Guard as a military member prior to appointment to position. MILITARY GRADE In-State Applicants: Min: E-8/MSG, CW2, O-3/CPT Max: E-9/SGM, CW4, O-5/LTC Out-of-State Applicants: Min: CW2, O-3/CPT Max: CW4, O-5/LTC Enlisted Applicants' under-grade will not be considered for this vacancy. SPECIALIZED EXPERIENCE: Must possess at least one year of experience or training equivalent to the next lower grade (GS-11) in the following: (1) Skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature. The issues or problems deal with readily observable conditions (e.g., office or shop layout, workflow, or working conditions), written guidelines covering work methods and procedures such as performance and production standards, and information of a factual nature (e.g., number and type of units produced or capability of equipment). (2) Knowledge of the theory and principles of management and organization, including administrative practices and procedures common to organizations, such as those pertaining to areas of responsibility, channels of communication, delegation of authority, routing of correspondence, filing systems, and storage of files and records. (3) Experience using qualitative and quantitative analytical techniques such as: literature search; work measurement; task analysis and job structuring; productivity charting; determining staff to workload ratios (e.g., span of control); organization design; space planning; development and administration of questionnaires; flowcharting of work processes; graphing; and calculation of means, modes, standard deviations, or similar statistical measures. (4) Skill in conducting interviews with supervisors and employees to obtain information about organizational missions, functions, and work procedures. NOTE: Specialized Experience will be used to determine qualifications for the announced position. Applicants must provide from (e.g., 02/2015 - 03/2017 or Feb 2017 - Mar 2017) dates and hours worked per week with description of your specialized experience on the resume. ASSURANCE CERTIFICATION REQUIREMENTS: Reference: DoD 8570.01-M, Information Assurance (IA) Workforce Improvement Program, Para C3.2.3. IA Technical (IAT) Category Level I training requirements. Within 6 months of assignment of IA duties all military and government civilian IAT personnel must achieve IA Baseline Certification unless a waiver is granted. An individual needs to obtain only one of the "approved certifications" for IAT Level I to meet the minimum requirement. A+ Continuing Education CCNA-Security = Cisco Certified Network Associate CND = Certified Network Defender Network+ Continuing Education SSCP = System Security Certified Practitioner Include a copy of certification if already completed with application. New hires' qualification periods begin the date they start in the position (i.e., they must obtain the appropriate certification within 6 months of being assigned IA functions). Personnel in technical category positions must be issued and retain an appointing letter to their IA duties including a statement of responsibilities for the system. A completed copy will be maintained in the individual's personnel record. Personnel in technical category positions must maintain certifications, as required by the certifying provider, to retain privileged system access. Personnel who are not appropriately qualified within 6 months of assignment to a position or who fail to maintain their certification status shall not be permitted privileged access and may lose their position of assignment if employee fails to attain or return to certified status. MILITARY REQUIREMENTS: Selected candidates will be required to be in a compatible military grade and assignment prior to the effective date of placement. DRIVER'S LICENSE: Must possess a valid driver's license.
