A successful candidate in this position will serve as a Program Manager, in a major office of a national security program. In this position you will ensure the fiscal health of the enterprise-wide safeguards and security program to accomplish key National Nuclear Security Administration (NNSA) and Department of Energy (DOE) missions.
Duties
As a Centralized Equipment Program Manager, you will
Analyze annual operating plans, funding and supplemental data, and develops written reports and recommendations to Defense Nuclear Security (DNS) leadership and field offices.
Implement practices that comply with regulations, directives, or policies related to management of centralized procurement of high-dollar assets, gear, or security related systems.
Coordinate the logistics strategy, manage warehousing operations, and ensures timely delivery to sites. Seeks opportunities to improve logistics processes, reduce transit times, and lower costs while maintaining appropriate standards.
Establish objectives and short- and long-term resource planning goals in support of the DNS strategic plan; promote priorities of the organization; and assist in directing organizational resources to ensure activities of the organization effectively support DNS objectives and goals.
Make oral presentations to communicate requirements and recommendations and participate in problem resolution resulting in modification to NNSA/DOE policies and practices.
Prepare written communication to clearly present NNSA programs, plans, reports, and/or problems to senior NNSA management.
Qualifications
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA pay band level or GS grade level in the Federal Service, i.e., EN-03 or GS-13. Specialized experience for this position is defined as: Carrying out a variety of assignments in the area of program management, program analysis and resource planning in all logistics and procurement facets of a security program; [i.e., Safeguards and Security (S&S), Center for Security Technology, Analysis, Response and Testing (CSTART)]; implementation of plans, long range program planning, policy development, resource planning and analyzing a variety of complex program problems, questions, or condition to assess, improve, or develop innovative approaches to logistics support of programs, processes, procedures, and/or management tools.
Examples of Qualified Experience:
Perform a range of analytical and administrative tasks designed to operate logistic management operations involving planning, coordinating, and evaluating logistical actions and requirements in support of Defense Nuclear Security (DNS) Mission.
Procure and provide standardized equipment and materials needed for the successful implementation of DNS safeguards and security programs for all sites.
Resolve problems that arise in accordance with agency or local standards, previous training and experience, established practices, or other security controls.
Develop innovative approaches to problems and/or programs, processes, procedures, or management tools related to planning and program management actions for procurement, installation, operations, and maintenance of a wide range of items within an organization.
