About the Position: This positions is located in San Antonio, TX. This is not a remote position. A recruitment or relocation incentive may be authorized. Salary negotiation may be available for those candidates who are new to Federal service. Student Loan repayment may be authorized.

Duties

Supervise and manage a staff of contracting officers and contract specialists. Accomplish the full scope of personnel management responsibilities for the contracting activity. Exercise full responsibility for the quantity and quality of work products. Complete authority for all contractual actions. Conduct training to improve acquisition practices and implements regulatory requirements, policy changes, lessons learned and procedures. Analyze and apply procurement policies impacting a variety of programs. Provide direction and leadership and coordinates the work of the organization.

Requirements

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • One year trial/probationary period may be required.
  • This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter
  • One-year supervisory probationary period required. A one-year probationary period is required if the selectee has not previously met this requirement.
  • Selectee must execute a written tenure agreement to remain in Federal service in the position for at least three years, unless specifically granted a position waiver.
  • This is a DOD Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Contracting certification within 36 months as of entrance on duty.

Basic Requirement for Supervisory Contract Specialist: Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes Experience in planning and implementing contract policies and procedures; providing advisory services on specific contracting problems, projects and/or programs; determine methods of procurement and acquisitions strategies in compliance with laws, regulations and policies; experience exercising supervisory personnel management responsibilities. OR managing a variety of highly complex contracts through closeout and/or termination; applying procurement policies impacting a variety of programs; performing pre and post-award functions involving a variety of contract types; and leading/guiding workforce in achieving organizational goals. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (NH-03). Some federal jobs allow you to substitute your education for the required specialized experience in order to qualify.
