You will serve as a ENGINEERING TECHNICIAN in the SUPPORT DEPARTMENT of NAVSUBTORP FAC.
Duties
You will serve as a Technical Assistant (TA) for a NAVSEA service contract that provides engineering and technical service to the command.
You will exercise managerial authority to plan, direct, coordinate and assess work utilizing technical, supply, and quality specialists to assure implementation and attainment of the goals and objectives of the TEM/PDLR torpedo maintenance division.
You will plan for the required resources such as equipment, supplies, tools, and personnel to ensure all assigned work areas meet customer requirements, deadline delivery dates, and production schedules, which directly support Fleet operations.
You will participate in the torpedo enterprise Quality and Corrective and Preventative Action (CAPA) programs and conducts causal analysis of maintenance and repair problems.
You will provide comprehensive management advisory and technical assistance to the test equipment maintenance and torpedo repair work at all levels involved with MK48 torpedo production functions.
You will ensure conformance with established standards for Quality Assurance (QA) in torpedo production and perform inspections during all phases of torpedo and torpedo related equipment processing of MK48 torpedoes and associated components.
You will assess test results and requirements and troubleshoot for parts improvement or replacement due to failures.
You will develop, define and/or apply improved techniques and methods to the solution of problems associated with modernization of torpedo equipment, processes, storage, and supply material.
You will assign work to subordinates based on priorities, selective consideration of assignment difficulty and requirements, and the employees capabilities.
Requirements

- The position requires the incumbent to perform Temporary Duty travel, out of the commuting area, approximately 10% of the time.
- Temporary Duty does not normally exceed one-week in duration. Travel arraignments are provided by the command utilizing commercial carriers, and are in accordance with Joint Travel Regulations.
- This position regularly and routinely handles and physically performs tasks with conventional ammunition, ammunition components, explosives and related hazardous material and as such
- You will be required to obtain and maintain a current certification in accordance with OPNAV INSTRUCTION 8023.24 Navy Personnel Ammunition and Explosives Handling Qualification and Certification (QUAL/CERT) Program.
- Overtime, Rotating and Shift work may be required.
- Position holds a role in Nuclear Deterrent Mission (NDM).
Qualifications
To qualify for a GS-11, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-10 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Extensive experience and skill applying a wide range of technical concepts, practices, regulations, policies and precedents related to the MK48 heavyweight torpedo production process.
Experience and skill of MK48 products including pertinent quality characteristics, supply chain methods and techniques, special processes, interrelationship of function parts and subassemblies to ensure effective product quality.
Experience and skill in applying various methods and techniques for investigating and analyzing the MK48 heavyweight torpedo and test equipment and technical problems.
Experience in torpedo maintenance principles and skill in applying specialized methods and techniques for analyzing, evaluating, effectiveness and efficiency.
Experience and skill to analyze independently and resolve difficult issues and problems in the maintenance program of the MK48 heavyweight Intermediate Maintenance Activity involving supply processes, work methods, and day-to-day operational procedures.
