The position is in the Projects Sections of Construction Management, Engineering Department of Facilities Management at the Kansas City Veterans Memorial Hospital and is responsible for designing assigned non-recurring maintenance and minor improvement projects, including preparation or cost estimates, justifications, drawings, and specifications.

Duties

Duties of this position include but are not limited to: Develop designs and cost estimates for the major, minor, and non-recurring maintenance programs. Projects encompass all aspects of engineering including electrical, mechanical, and plumbing systems, HVAC, and structural elements, among others. Design all projects based upon site investigations, input from other service lines, recommendations by engineering personnel and personal experience develop contract drawings using current version of AutoCAD Develop cost estimates and specifications for projects in such a manner as to assure the accuracy and timeliness in accordance with VA criteria, local policy, and instructions Inspect work on construction projects in progress to ensure compliance with drawings and specifications Review submittals for compliance with contract documentation, prepare contract progress reports, and progress payments Draft correspondence to A/E's, contractors, and VA personnel Process submittals, progress payments, payroll reports, progress reports, and all other necessary correspondence or documentation to ensure that the construction is completed in accordance with the contract Knowledgeable of infection control issues as it relates to construction Work Schedule: M-F 0600-4:30pm Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/17/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 11 position you must have served 52 weeks at the GS 10. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Individual Occupational Requirements: This series covers technical positions supervising, leading, or performing work involving applying a practical knowledge of the: methods and techniques of engineering or architecture; and construction, application, properties, operations, and limitations of engineering systems, processes, structures, machinery, devices, and materials. Basic Requirements: Specialized Experience. Examples of qualifying specialized experience include technical work in: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as: Planner and estimator who analyzed designs for production purposes. Instrument maker or model maker who performed design or development work on devices fabricated. or Certification: Engineering technicians may be certified by the National Institute for Certification in Engineering Technologies, an organization sponsored by the National Society of Professional Engineers. Certification by the Institute will be helpful as a measure of the technician's quality of experience. You may qualify based on your experience as described below: GS 11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade in the GS-10 normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: thorough understanding of basic engineering principles covering such specialties as architectural, electrical, mechanical, civil, and structural systems, knowledge of the principles and practices used in the construction industry, and the ability to read and interpret construction and engineering drawing and blueprints. You will be rated on the following Competencies for this position: InspectInterpret Instructions, Specifications (includes blueprint reading)Plan and organize workWork with Others Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is primarily in an office setting, however, there is some walking, standing, bending, carrying of light items (25 pounds or less). Also some work is accomplished on construction sites. Hardhats or protective gear are required at construction sites.
