Duties

WHAT IS THE TS-TAXPAYER SERVICES DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Taxpayer Services Customer Assistance, Relationship and Education The following are the duties of this position at the full working level. Serves as IRS' expert in best practices for Braille production. Develops guidelines, procedures, and practices to ensure consistency and quality in the production and delivery of Braille products by contractors and the AMC production facility. Develops technical specifications, standards and contract task orders for Braille transcription. Leads AMC efforts to analyze Braille product quality and delivery performance by contractors. Serves as expert in the field of electronic conversion of printed materials into Braille, stays abreast of the latest technology changes, including techniques used by industry, and represents IRS on government-wide studies and projects relating to such. Conducts or leads studies related to emerging Braille transcription technologies, standards and methods. Maintains effective relationships with external organizations and agencies dedicated to production and delivery of Braille and to the development of standards for Braille transcription. Acts as a consultant to IRS authors on best practices to ensure document accessibility at the point of origin, including text descriptions of graphics and layout considerations. Transcribes IRS tax, educational, or other printed materials into Braille via transcription software and hardware tools for internal and external customers who are blind. Conducts proofreading and post transcription review of one-off copies to ensure consistency with print document and corrects transcription errors. Provides guidance, training and assistance to in-house personnel in creating effective text descriptions of graphics embedded in Braille documents to ensure the intended information is conveyed. This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE:GS-7 Level: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-5 grade level in the Federal service. Specialized experience for this position includes: Experience assisting others with laws, standards, and guidelines associated with persons with disabilities as it relates to accessibility services; Experience with Plain Writing Act of 2010; Experience with alternative media formats; Experience with written and oral communication. OR One year of graduate level education at an accredited college or university in a related field of study that demonstrated the knowledge, skills, and abilities necessary to do the work. OR Superior Academic Achievement (SAA) may be met by having a Bachelor's degree, with one of the following: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last two years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last two years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies. Note: Grade point averages should be rounded to one decimal point. For example, 2.95 is rounded to 3.0, and 2.94 is rounded to 2.9. If more than 10 percent of your undergraduate course work (credit hours) was taken on a pass/fail or similar basis, your claim must be based on class standing or membership in an Honor Society. OR You may qualify by a combination of experience and education. SPECIALIZED EXPERIENCE:GS-9 Level: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes: Experience with laws, standards, and guidelines associated with persons with disabilities as it relates to accessibility services; Experience with Plain Writing Act of 2010; Experience with alternative media formats; Experience assisting with computer technology for file conversion and remediation, communication, data gathering, analysis and reporting; Experience with written and oral communication. OR A master's or equivalent graduate degree in a related field of study that demonstrated the knowledge, skills, and abilities necessary to do the work. OR Two full years of progressively higher-level graduate education leading to a related field of study that demonstrated the knowledge, skills, and abilities necessary to do the work. OR LL.B. or J.D., if related. OR You may qualify by a combination of experience and education. SPECIALIZED EXPERIENCE:GS-11 Level: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes: Experience with laws, standards, and guidelines associated with persons with disabilities as it relates to accessibility services; Experience with Plain Writing Act of 2010; Experience with alternative media formats; Experience with community resources for people with disabilities including public and other government agencies, disability advocacy groups and IRS disability organizations; Experience assisting with computer technology for file conversion and remediation, communication, data gathering, analysis and reporting; Experience assisting with contract administration; Experience with written and oral communication. OR A Ph.D. or equivalent doctoral degree in a related field of study that demonstrated the knowledge, skills, and abilities necessary to do the work. OR Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree in a related field of study that demonstrated the knowledge, skills, and abilities necessary to do the work. OR LL.M., if related. OR You may qualify by a combination of experience and education. SPECIALIZED EXPERIENCE:GS-12 Level: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes: Experience with laws, standards, and guidelines associated with persons with disabilities as it relates to accessibility services; Experience with Plain Writing Act of 2010; Experience with alternative media formats; Experience with community resources for people with disabilities including public and other government agencies, disability advocacy groups and IRS disability organizations; Experience with computer technology for file conversion and remediation, communication, data gathering, analysis and reporting; Experience with contract administration; Experience with written and oral communication. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
