Will be working foreman in the Air Conditioning and Refrigeration Unit of the Maintenance and Operations Section of Facilities Management Service. He has responsibility for effective and efficient operation and maintenance of air condition and refrigeration units and equipment.

Duties

Independently plans use of subordinate workers, equipment, facilities, and materials on a week-to-week or month-to-month basis. Works from ladders, scaffolding and hydraulic platforms. Ensures proper functioning for ice machines, drinking fountains, ventilation units, louvers, walk-in and reach-in freezers, and refrigerators, amongst other HVAC equipment. Maintain and operate all heating, ventilation, air conditioning and refrigeration systems through the medical center and outer campus buildings. Performs maintenance and repair to several hundred stand-alone expansion units, ice makers, drinking fountains, walk-in refrigerators, and freezers. Proficient on the Building Automated System (BAS) and control circuits; water fountains and ice machines, Exhaust blowers, commercial and scientific refrigeration equipment, electric and pneumatic controls. Will be required to ensure timely performance of daily equipment checks of various pieces of building service equipment and record data, make repairs and/or adjustments, or call in a work order as instructed. Responsible for maintaining stock levels of all parts and supplies needed for operation, repair and upkeep of all items assigned to the A/C-Refrigeration and Heating Unit. Works with shop and section supervisors to adjust and reschedule work as necessary in response to changing conditions, emergencies, and urgent needs, delays, etc. Is responsible for the generation of monthly, bi-annual and annual reports. Review of data outputs and reports for correctness, completeness, and timeliness; utilization of data outputs for maintenance documentation and records-keeping for purpose of demonstrating compliance for accreditation with The Joint Commission and other VA oversight programs. Ensures needed plans, blueprints, materials, and tools are available, and that needed stock is obtained. Makes repairs to large industrial types of air conditioning equipment by modifying the equipment. Serves as the Contracting Officer's Representative on all service contracts. This duty requires to maintaining accurate acquisition records for items procured for the Section. Serves as purchase card holder for his shop. Ensures that the AC Conditioning Equipment Mechanics follow proper procedures and meet deadlines and advises the service supervisors of problems. Instructs workers on proper methods, ensures work is properly allocated, checks work progress, and performs similar duties to ensure the group works productively. Makes the final check of the duties be performed by the lower grade workers for completeness and correct procedures are followed by code, and verifies the work are appropriate. Physical Requirements/Working Conditions: Works from ladders, scaffolding and hydraulic platforms. He/she often works in portions of the utility systems requiring attention that are cramped, dirty and hard- to- reach locations. The work may involve prolonged crouching and standing and frequent stooping, bending, kneeling, climbing and working in exhausting and uncomfortable positions. Frequently lifts or carries tools, equipment, ladders, scaffolding, parts and supplies up to 50 pounds. Occasionally, will be required to life and carry items over 50 pounds. Maybe exposed to fumes, loud noises, saw dust and other environmental hazards.
