The purpose of this position is to maintain, operate, and repair major equipment systems of utility systems, major equipment repair, and building structure that provides services and environmental control for a 60 ambulatory medical-surgical health care facility that includes Many Farms Health Center. This position is located in Chinle Service Unit, Division of Administrative Services, Facilities Management, Chinle, Arizona.
Duties
Maintains, operates and repairs equipment of high-pressure hot water boilers (Gas/Oil), high pressure steam boilers (Gas/Oil), hot water heaters, hot water circulating pumps, direct digital controls, emergency generators.
Operate and repair auxiliary equipment including vacuum pumps, fuel oil pumps, gas regulators, air compressors, feed water pumps, motors and safety controls.
Dismantles, cleans and inspect boilers, repairs refractory and performs other repairs to maintain boilers in safe operating condition.
Troubleshoots electrical controls.
Uses test equipment electric meter, ohmmeters, capacitor tester, gas detector and flow meter to identify defects; repairs needed or preventative maintenance required.
Interprets multiple integrated electric, computer and mechanical system which are closely interrelated and independent systems of the service unit.

Utility Systems Repairer-Operators perform various tasks in connection with the repair and operation of utilities for Federal buildings or facilities. The skill and knowledge, responsibility, physical effort, and working condition factors are described in the job grading standards for the kinds and levels of work shown in the following examples.
MINIMUM QUALIFICATIONS:
Applicants will be rated on the basis of their responses to the Occupational Questionnaire that you possess the competencies to perform the duties of this position without more than normal supervision, and the information contained in their resume.
Your resume must demonstrate experience to carry out the duties of a Utility Systems Repairer-Operator in independently (under limited supervision) performing inspections, maintenance, troubleshooting, repairing and installing heating/cooling systems and equipment for the following systems: operation of domestic hot water tanks, hydronic steam boilers, steam boilers, HVAC systems, refrigeration units, medical vacuum pumps, chillers, air handlers, medical gas systems, electrical systems, plumbing systems, access control, fire protection systems, electrical generators/emergency generators. Skill to troubleshoot electronic/controls, reads and interprets blueprints and technical manuals in understanding the functions of parts/systems. Maintain operating conditions, makes adjustments, carries out maintenance, and corrects variations in temperatures and pressures, makes minor routine and emergency repairs to various equipment operated.
Physical Efforts: Makes repairs and installations from ladders, scaffolding and platforms where the parts of systems/equipment worked on are frequently in hard-to-reach places; Therefore stooping, stretching, bending and kneeling are frequently for longer periods of time. Works in cramped and confined areas such as interior of Air Handing Units and ground mechanical equipment located in the crawl space; Incumbent may frequently lift and carry tools and equipment weighing up to 23 kilogram (50 pounds) and occasionally items weighing more.
Working Conditions: The work is usually performed indoors where there is exposure to dust, dirt, escaping gases, chemicals, heat, noise, unpleasant odors. Occasionally, may work outdoors under adverse weather conditions. Incumbent is continually exposed to the potential for burns, electrical shocks, cuts stains, bruises and chemical irritations.
To reduce dangers from these and other similar conditions, incumbent must follow prescribed safety practices and use safety equipment such as safety glasses, hard-toe shoes, respirators, hardhats and fire retardant gloves.
Required to operate government owned or leased vehicles in the performance of assigned duties, therefore, a current state driver license is required.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
