The FRTIB is looking for a highly qualified and motivated individual to serve as a Supervisory Auditor (Financial and Performance).
This Job Opportunity Announcement (JOA) may be used to fill other Supervisory Auditor (Financial and Performance), GS-0511-14 positions within the FRTIB in the same geographical location with the same qualifications and specialized experience.
Duties
The major duties of the position are:
Advises the CFO on the Agency's external audit liaising activities, and the audit follow up program results.
Provides technical guidance to the Agency officials and staff who are involved with audits on all aspects of audit execution to ensure timely and effectively execution of audits and positive working relationship with external auditors.
Serves as the Agency focal point on external audits. Manages and coordinates interactions with external auditors, including compilation and provision of auditor.
Oversees and improves systems and processes to review audit closure evidence that supports the corrective actions implemented by the Agency to determine Agency Closed audit recommendations and findings. Coordinates and supports the Auditor Closed process to ensure prompt closures and timely follow up actions with Agency offices.
Exercises significant responsibilities in dealing with officials of other organizations, providing advice and consultation to management officials of higher rank, representing the OCFO and the Agency in meetings, conferences, and interactions with a variety of individuals and organizations, including representing the Board at interagency meetings on areas of responsibility and expertise.
Ensures Division contracting activities are implemented in accordance with the Agency policy and procedures. Develops government requirements, defines measurable performance standards, and manages life-cycle activities for contracts and procurements. This requires the incumbent to obtain and maintain Federal Acquisition Certification for Contracting Officer's Representatives (FAC-COR).
Exercises technical and administrative supervision over staff of the Audit Management Division to plan, oversee and execute daily operations of the Agency's external audit engagement liaising activities and audit follow up systems and requirements.
Qualifications
To qualify for this position, applicants must meet the Basic Experience and Specialized Experience as described below.
Basic Experience: Degree (bachelor's or higher): auditing; or a degree in a related field such as business administration, finance, public administration or accounting
OR
Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:
1. A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination;
or
2. Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.
Specialized Experience: Applicants must have at least one year of full-time specialized work experience comparable in scope and responsibility to the next lower level (equivalent to the GS-13) in the federal government.
Specialized experience is defined as: serving as a technical expert in carrying out liaison duties with external auditors; providing sound advice to upper management on audit related issues and concerns; and provides solutions and recommendations when reporting on audit findings.
*Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
