This position serves as a Property Manager in the Material Management Division of the Logistics Service in the VA Health Care System responsible for the inventory and lifecycle management of all non-expendable (NX) equipment in the assigned area(s).
Duties
Duties include, but may not be limited to the following:
Lifecycle Management: Responsible for the lifecycle management of non-expendable assets; conducts short, mid and long-term advanced planning; analyzes data; supports customers and acquisition personnel in developing requirements, utilizing mandatory sources and standardization sources; and corresponds with procurement officials and other stakeholders to resolve issues
Inventory Management and Control: Responsible for the management and control of NX equipment assets; serves as the point of contact for the coordination of material support and resolution of logistic problems; conducts forecasting and quantitative analysis; conducts spot checks; and complies with special requirements for firearms, ammunition and sensitive equipment
Performs other related duties as assigned.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday through Friday 8:00am to 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/14/2025.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05.
For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education for the GS-07 as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Conducting research and maintaining perpetual inventory accounts for non-expendable equipment in a data base system.
Determining required sources of equipment, purchase card program and simplified acquisition procedures.
Using bar code scanning equipment and appropriate tagging equipment to implement property accounting systems.
Researching and analyzing information to resolve questions and issues, and improve operations.
Advising on the management, control, and accountability of equipment in use.

Utilizing best practices, principles and tools, concepts and methodologies to determine and evaluate supply system performance.
Serving as a point of contact for the coordination of material support and the resolution of logistics problems.

Physical Requirements: The work is primarily performed in an office-like setting involving everyday risks or discomforts which require normal safety precautions typical of such places as offices, meeting and training rooms, libraries, residences, and private or commercial vehicles. The employee uses safe work practices with office equipment, avoids trips or falls, and observes fire regulations and traffic signals. The work area is adequately lighted, heated, and ventilated. The performed in settings in which there is regular and recurring exposure to moderate discomforts and unpleasantness such as high levels of noise in vendor plants, high temperatures in warehouses, or adverse weather conditions at open storage sites. The employee may be required to use protective clothing or gear such as protective helmets, masks, gowns, coats, boots, goggles, gloves, or shields. Similarly, employees may be required to follow special precautions when working around storage areas containing explosives, corrosives, or highly combustible materials.
Must possess a valid, state driver's license or commercial driver's license (CDL), as applicable, if required to operate a motor vehicle or commercial vehicle.
