This position is located with the Bureau of Indian Affairs, Deputy Director, Trust Services in Billings, Montana and Lakewood, Colorado. The incumbent in this position is responsible for the management, analysis, and improvement of the National Irrigation Information Management System (NIIMS) program.

Duties

Supervisory Duties: Serve as the Team Lead for the NIIMS Team and provides supervision to the Team Members. Select or recommend selection of candidates for vacancies and promotions. Develop, modify, and interpret performance standards. Advise employees regarding policies, procedures, and directives. Initiate action to correct performance or conduct issues. Program Oversight and Technical Expert: Serve as the technical and irrigation project office operations expert for the NIIMS Application Team. NIIMS is the financial management system BIA uses to bill, collect, and manage debt for irrigation operation and maintenance (O&M) assessments and related fiscal activities at 17 revenue-generating irrigation projects across the West. This system is a major investment for the BIA and interfaces with the BIA accounting system. Coordination and Reporting: Prepare briefing materials and presentations for Bureau, Office of Trust (OTS), and Division of Water and Power (DWP) managers as directed. Performs financial support activities associated with DWP activities. Lead and manage special projects related to program management for Bureau, OTS, and DWP, as requested. Prepare and coordinate responses for the Division Chief and serve on Agency and Bureau teams working on programs important to the DWP, OTS, and the Bureau. Evaluation and Analysis: Lead Special Projects associated with Bureau, OTS, DWP, and Irrigation and Power. Serve as lead and member of audit teams that review DWP programs and activities for which the Division is responsible. This includes leading and participating in annual A-123 Program Review teams of Irrigation Projects as well as Power Projects. Ensure DWP programs are in compliance with various program policies, plans, and guidelines. Planning and Evaluating: Serve as a senior advisor to DWP management and OTS executive leadership on developing and implementing strategic plans and policy in support of achieving the program objectives. This includes developing detailed plans to improve efficient operations; implementing plans and initiatives to achieve mission and policy objectives; and assessing program accomplishment and making course corrections when necessary.

Qualifications

EXPERIENCE AND EDUCATION REQUIREMENTS: OPM Operating Manual, Qualification Standards for the Management and Program Analysis Series, GS-0343, https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/0300/management-and-program-analysis-series-0343/ MINIMUM QUALIFICATIONS Your resume must demonstrate one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Providing technical assistance and training on irrigation information and financial systems; centralizing collection of funds efforts for various irrigation projects; developing operations and maintenance (O&M) fees for irrigation projects; and performing analysis of current fees and implementing changes as needed. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date. Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (title 25, USC Section 472). Additional selections may be made from this announcement if identical vacancies occur in the same location within 90 days from the closing date.
