The primary purpose of this position is to assist the Department of Air Force (DAF) and the general public with implementing policies, procedures, and guidance regarding Freedom of Information Act, Privacy Act, and associated civil liberties. The position also performs Information Collection and Reporting and executes Inspector General Continual Evaluation programs

Duties

1. Serves as a Freedom of Information Act (FOIA) Manager. 2. Serves as Privacy, Civil Liberties POC, and Information Collection Program Manager. 3. Provides written and oral communications in various forms and forums. 4. Serves as Pertinent Oversight Authority (POA) for Inspector General (IG) Continual Evaluation Program (CEP). This position is temporary and has a Not-to-Exceed date. However, this position may be extended to the fullest legally allowable period without further competition. The appointment may also end early due to lack of work or funds. This position is obligated to another employee. Please see Conditions of Employment. This position is a developmental GS-11 Target GS-12 position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the GS-11. Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. This position may be subject to a formalized training program and pay retention of 150% of the maximum rate of the basic pay is authorized for candidates requesting a Voluntary Change to lower Grade. Military Spouse candidates exercising their preference will be placed at the full performance level, if considered to be best qualified and selected.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. GS-11 SPECIALIZED EXPERIENCE: Applicants must have or will have within 120 days of this announcement closing at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Specialized experience includes the ability to interpret and implement the Freedom of Information Act (FOIA) and Privacy Act guidance; understanding of the organizational structure, policies, and operational procedures, ability to locate and identify records; proficient in oral and written communications. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Must have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Real Estate. OR COMBINATION OF EXPERIENCE AND EDUCATION: If you have less than the full amount of specialized experience described in the job opportunity announcement; however, and have less than the full amount of specialized experience required but have more than 2 years of graduate level education with a major or subject area related to the position to be filled. Therefore, have a combination of experience and education. Note: You must submit a copy of official transcripts. GS-12 Specialized Experience Statement Applicants must have or will have within 120 days of this announcement closing at least one year (52 weeks) of specialized experience at the next lower grade GS-11 or equivalent in other pay systems. Specialized experience includes interpreting and implementing the Freedom of Information Act (FOIA) and Privacy Act guidance across multiple agencies; processing FOIA cases using integrated online systems; processing IT systems privacy impact assessments requests; managing breach reporting requirements; performing periods of instruction in person and virtually; proficient in oral and written communications at an executive level; and highly adept at researching and analyzing records for case management. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Expert knowledge of the legal and statutory mandates for the following Information Access Programs: Freedom of Information Act, Information Collections, Privacy, Civil Liberties, and Information Quality applicable federal and public laws, executive orders/DoD directives, applicable FOIA/Privacy Act court decisions and precedents pertaining to access laws, Defense Privacy Act Board Advisory Opinions, Information Security, and the National Archives and Records Administration guidelines and policies governing life-cycle management of official records. Demonstrated FOIA, Privacy, and Information Collection expertise is required to provide advice, guidance, and authoritative consultant services to team members, supervisors, organization leaders, and customers. 2. Ability to research, analyze, and apply a variety of complex regulations and other statutory/PL requirements, such as Executive Orders 13526, Classified National Security Information; Public Laws 105-261, Strom Thurmond National Defense Act; and PL 106-65, National Defense Authorization Act; 42 USC §2011-2021, 2022-2286i, Atomic Energy Act of 1954; 5 USC §552 Freedom of Information Act; 5 USC §552a, Privacy Act of 1974, as amended. 3. Skillful in analyzing and solving problems, conducting research, summarizing results, and making appropriate recommendations regarding classified records review and declassification process. 4. Proficient in oral and written communications to prepare reports and supplemental instructions or write and present briefings/training seminars. 5. Ability to engage with customers using a high degree of tact and diplomacy. 6. Ability to plan, develop, organize, and conduct virtual/in-person training/ workshops. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
