Duties

Plans, organizes, and oversees the activities of the 82d Communications Squadron. Exercises supervisory personnel management responsibilities. Represents 82 Communications Squadron with a variety of installation and functional area organizations. Evaluates the impact emerging technology will have on unit wing/base business practices and takes into consideration financial, manpower, and personnel constraints while managing the development of capital investment plans designed to meet changing IT needs in the organization. Makes a periodic, comprehensive assessment and evaluation of program goals/objectives which provide a basis for long and short-range planning to enhance the organization's support capabilities.

  • Incumbent is subject to a one (1) year supervisory probationary period if this requirement has not previously been completed.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays.
  • May occasionally be required to work other than normal duty hours and/or Shift work may be required which may include overtime and/or irregular hours.
  • Must be able to obtain and maintain a Secret security clearance.
  • The employee may be required to obtain and maintain required professional/technical certifications.
  • Employee is required to obtain (within 6-months of hire) or maintain an existing IAQ DOD 8140, Federal Information Security Management Act of 2002, Information Assurance Technical Level II, (Security +) IAW current AF directives.
  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.

Qualifications

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standards for Administrative and Management Positions for the GS-0301, Miscellaneous Administration and Program Series. https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/#url=Group-Standards SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11 or equivalent in other pay systems. Examples of specialized experience includes: Utilizing communications and information (C&I) systems/facilities, practices, and methodologies equivalent to those used in both government and industry and an understanding of the C&I organizational structure; Applying military and civilian service hiring/management processes, to include planning, organizing, and directing functions as mentor, to challenge subordinates and appraise staff members through subordinate supervisors; Utilizing cyber disciplines such as network systems operations, communication lines, intrusion detection systems, firewalls, routers and current reporting procedures (e.g. IT networking, systems administration, C2 infrastructure, knowledge operations and communications maintenance); and Planning, organizing, and directing the functions and mentoring, motivating, and appraising the staff of an organization directly and through subordinate supervisors. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of communications and information (C&I) systems and facilities, practices and methodologies equivalent to those used in both government and industry; to include an understanding of the Air Force and C&I organizational structure. Knowledge of military and civilian service hiring/management processes, to include planning, organizing, and directing functions as mentor, to challenge subordinates and appraise staff members through subordinate supervisors. Knowledge of safety and security regulations, practices, and procedures. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. Ability to communicate both orally and in writing. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization directly and through subordinate supervisors. Expert knowledge of related cyber disciplines such as network systems operations, communication lines, intrusion detection systems, firewalls, routers and current reporting procedures (e.g. IT networking, systems administration, C2 infrastructure, knowledge operations and communications maintenance). PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
