Vacancies will be filled in the following specialty areas: Human Capital Office of Human Resource Operations Labor/Employee Relations and Negotiations
The following are the duties of this position at the full working level.
Provides authoritative advice and technical guidance to management at all levels in an assigned BOD within the IRS on the full range of human resources policies, practices, and matters affecting working conditions that require consultation with NTEU (National Treasury Employees Union) and which have a significant impact on the labor/management climate within the organization(s) serviced. Management advisory services may also address various issues of precedence both within and outside the serviced organization(s). Cases consistently worked are complex, including 1203 and UNAX cases.
Researches and analyzes case law, MSPB (Merit Systems Protection Board) decisions, the National Agreement, precedents, policies, administration handbook and bargaining history, FLRA (Federal Labor Relations Authority), FSIP (Federal Service Impasses Panel), arbitration decisions and guidance to determine negotiability of union proposals which have an impact throughout the serviced organization and beyond. Incumbent 'partners' with management in the examination of problems/issues and in developing solutions from an interest-based standpoint.
Serves as the principal point of contact on labor/management matters of overall concern including grievances, unfair labor practices, appeals, contract interpretation, labor relations training, preparation and conduct of contract bargaining, etc. Provides technically accurate interpretations of negotiated agreement provisions and reconciles conflicting technical viewpoints. Independently conducts manager training and outreach on complex issues such as FMLA, Reasonable Accommodations; due process requirements, UNAX and regulatory requirements.
Responds to inquiries from management and anticipates management needs regarding union rights, employee rights, implications of recent arbitration decisions, MSPB (Merit Systems Protection Board), FLRA regulations, etc. Alerts management to actual or anticipated labor relations' implications in proposed management decisions. Develops and implements innovative methods/approaches that promote effective employee/union/management relationships.
Takes a leadership role in coordinating and developing management's position with top-level management on complicated and often controversial issues. Articulates authoritative approaches and methods to management in conducting local agreement negotiations with union officials, and often serves as spokesperson for management. Serves as key point in facilitating the resolution of issues through conflict management, interest-based resolution, and alternative to discipline procedures.
This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: GS-7 QUALIFICATIONS: To be eligible for this position at the grade 7 level you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-5 grade level in the Federal service including: Experience applying the basic principles and practices of one or more human resources (HR) specializations. Examples of qualifying work experience include performing highly structured entry-level work designed to develop broader and more in-depth knowledge and skill to perform higher-level HR assignments, communicating factual and procedural HR information clearly, orally and in writing, and gathering and analyzing basic facts and drawing conclusions regarding HR processes.

You may substitute education for specialized experience as follows: At least one (1) academic year of progressively higher-level graduate education leading to a graduate degree in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position such as: human resources, public administration, organizational psychology, or other administrative and management fields.
OR
Superior Academic Achievement may be met by having a Bachelor's degree, with one of the following: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last 2 years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last 2 years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies.

You may qualify with at least one (1) year of combined graduate education and experience as defined above.
GS-9 QUALIFICATIONS: To be eligible for this position at the grade 9 level you must have one (1) year of specialized e experience at a level of difficulty and responsibility equivalent to the GS-7 grade level in the Federal service. Specialized experience for this position includes: Knowledge of fundamental labor relations and employee relations law, theories, principles, and practices with an understanding of the interrelationships of human resources management programs sufficient to provide integrated solutions to labor and employee relations problems/issues; knowledge of IRS/NTEU Agreement (or other collective bargaining/union agreements) in order to advise and assist management and others in the interpretation/execution of the contract and other agreements; knowledge of fundamental principles and methods used in collective bargaining including negotiating strategies, interest/position based bargaining processes, and dispute resolution sufficient to articulate and facilitate management interests; knowledge of consulting methods and techniques sufficient to meet/deal tactfully and persuasively with others to resolve a wide range of issues, including those which are occasionally controversial or sensitive in nature, and to maintain harmonious relationships with all parties.

You may substitute education for specialized experience as follows: A master's or equivalent graduate degree in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position such as: human resources, public administration, organizational psychology, or other administrative and management fields.
OR
Two (2) full years of progressively higher-level graduate education leading to a graduate degree in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position such as: human resources, public administration, organizational psychology, or other administrative and management fields.
OR
LL.B or J.D., in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position such as: human resources, public administration, organizational psychology, or other administrative and management fields.
OR
You may qualify with at least one (1) year of combined graduate education and experience as defined above.
GS-11 QUALIFICATIONS: To be eligible for this position at the grade 11 level you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 grade level in the Federal service. LL.M. in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position such as: human resources, public administration, organizational psychology, or other administrative and management fields.

You may qualify with a combination of graduate education and experience equivalent to that as defined above.
