The employee will serve as a Physical Security Specialist for the Security and Life Safety program with the Office of Facilities Operations Management (OFOM) at FHFA, acting under the direction of the Supervisory Program Analyst and in coordination with the Sr. Program Analyst (Transportation & Security) to develop and implement a physical security program that manages the Agency's various Physical Access Control, Intrusion Detection Systems, and Panic Alarm Systems.
Duties
Position Overview
The Physical Security Specialist oversees the acquisition, implementation, testing, and acceptance of installed security management system components, and is focused on conducting physical security inspections, surveys, and studies designed to improve the protection of the Agency and its occupants and assisting in the daily aspects of evaluating these areas.
Major Duties & Responsibilities
As a Safety Warden Leader, assists with overseeing the evacuation of the building in case of emergency
Manages the FHFA badging office, ensuring installation and utilization of the latest versions of USAccess software and equipment
Maintains the HSPD-12 Personal Identity Verification (PIV) card system and issues PIV cards and temporary access cards
Assists supervisor in advising employees/contractors on Physical Security, Crime Prevention, and other law enforcement and administrative matters
Serves as Contracting Officer Representative and manages submission of work orders and conducts follow up regarding all physical security issues
With supervisor's guidance, assists in the implementation of policies and procedures for Physical Security programs
Serves as the secondary agency representative on the Facility Security Committee and represents FHFA at physical security meetings, conferences, and events
Assists with training FHFA employees/contractors on physical security and emergency management procedures
Serves as alternate point of contact for FHFA Safety Warden Programs.
Assists supervisor in advising employees/contractors on Physical Security, Crime Prevention, and other law enforcement and administrative matters
Assists with ensuring the physical protection of facilities, personnel, and material in compliance with FHFA policies and Interagency Security Committee (ISC) guidelines
Applies knowledge in one or more areas of physical security (intrusion detection systems, locks, barriers, facility-wide access control systems) programs, processes, methods, practices, procedures and interrelationships used to develop and implement these programs
Maintains emergency communication radios, satellite phones, and other systems and documents necessary for FHFA employees to obtain information in the event of an emergency
With supervisor's guidance, assists in the implementation of policies and procedures for Physical Security programs
Assists supervisor in identifying security requirements for new construction programs and facility renovations to include security management system upgrades
Requirements
- Status Candidates (Merit Promotion and VEOA Eligibles) and those eligible for other hiring authorities.
- SF 50's are required with the exception of current FHFA employees. Please include one showing your tenure and competitive status. You must provide an SF-50 that indicates your competitive eligibility. You will not be considered without this.

Qualifications
You may qualify for your desired series and grade level if you meet the following qualification requirements:
MINIMUM QUALIFICATIONS:
Minimum Qualification EL-11: Applicants must have 52 weeks (one-year) of specialized experience equivalent to the next lower grade level and/or directly related education as described below. From the description below, if you choose options "B" or "C" you must provide transcripts with your application.
A. Experience: I qualify for the EL/GS-11 because I have at least 52 weeks of specialized experience at the EL/GS-09 or equivalent demonstrating work experience with two or more of the following:
Providing support with research, review, and/or interpretation of physical and operations security policies and guidance for program oversight
Conducting comprehensive physical security inspections and maintenance of access control security systems.
Applying the Homeland Security Presidential Directive-12, Personal Identity Verification

B. Education: Completion of three (3) full academic years of progressively higher graduate-level education or a Ph.D. or equivalent doctoral degree from an accredited college of university directly related to the work of the position (e.g., Security Studies, Homeland Security, etc.).

C. Combination of education and experience as described above in options "A" and "B". Note: Less than one year of specialized experience may be combined with graduate education more than the amount required for the next lower grade level. Two academic years of graduate education is the number of credits hours determined to represent two academic years of full-time study (i.e., 36 semester hours (or 54 quarter hours).

Time-In-Grade: Current or former Federal government employees who have held an EL/GS position in the preceding 52 weeks, must meet the time-in-grade requirement.
To be eligible for the EL-11 position, applicants must have served 52 weeks as an EL/GS-09 or higher in the Federal Service.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
