The primary purpose of this position: To manage the Freedom of Information Act (FOIA) and Privacy Act (PA) program and assist with the Base Records Management Program for the Hurlburt Field base with focus on 1 SOW, AFSOC HQ, and 24 SOW base tenants. The incumbent is responsible for implementing policy/providing guidance/program management of Freedom of Information Act.

Duties

Manage the Freedom of Information Act (FOIA) Program. Responsible for installation FOIA programs/initiatives and provides the FOIA source of knowledge for a host installations and tenant units. Manage the Privacy Act (PA) Program. Serves as the installation representative for the PA program. Ensures compliance with requirements for FOIA and PA programs. Provides subject matter expertise for the installation on policies and procedures for electronic mail and internet standards in accordance with FOIA/E-FOIA/PA requirements. Performs information management reviews and coordinates on publications. Assist the Primary Base records Manager with the installations Records and Information Management (RIM) program. Assist the Base Records Manager administering the Hurlburt Filed Base RIM program to align with the base business and mission needs.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes applying knowledge of legislation, DoD regulations, and AF policies governing the Freedom of Information Act (FOIA), Privacy Act (PA) and the Records and Information Management System (RIMS). Additionally, having applied practical knowledge and analysis utilized in establishing local processes and procedures to ensure the stakeholders understand how information is disseminated based upon legal opinions for release or denial of public requests to include developing reports and briefings to adequately explain program objectives, exemptions, and restrictions as required. OR EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL. B or J.D. if related in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of applicable legislation, DoD regulations, and AF policy as it relates to the, Freedom of Information Act (FOIA), Privacy Act (PA) and Records and Information Management System (RIMS). Knowledge of the FOIA and PA legal exemptions process, procedures, and applicable Federal and Public Laws/Executive Order/DOD Directives/Air Force Instructions, and National Archives and Records Administration guidelines and policies governing life-cycle management of records to include electronic records and information guidelines for federal agencies. Knowledge of automated programs sufficient to enter and retrieve data, construct and maintain statistical and data e-files; knowledge of RIM principles, policies and guidance to operate storage/staging facility and conduct staff assistance visits. Skill in providing technical advice in terms of oral and written briefings, reports, and recommendations to senior leadership and unit technicians. Ability to gather, analyze, and evaluate information, in order to draw conclusions and make recommendations. Ability to develop and deliver training in installation standard operating procedures as well as communicating effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. ADDITIONAL CONDITIONS OF EMPLOYMENT: Position is designated critical-sensitive, and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
