This position is located in an office within the Department of Homeland Security (DHS), Office and Intelligence and Analysis (I&A), Cyber Intelligence Center (CIC).
Duties
Performs duties that involve providing intelligence information and analysis to help keep the Homeland safe, secure, and resilient.
The purpose of this position is to promote understanding of threats through intelligence analysis, gather information and intelligence pertinent to homeland security, share the information necessary for action, and manage intelligence for the Homeland Security Enterprise.

Requirements
- Must be able to hold a TS/SCI Security Clearance.
- Must be a U.S. Citizen.
- This is a Testing Designated Position (TDP) and is covered by the Department of Homeland Security Headquarters Drug-Free Workplace Program.
- Overtime may be required in response to a significant event.
Qualifications
Specialized Experience:
To qualify, you must possess at least one year of specialized experience equivalent to the next lower grade level in the Federal service, or comparable experience not gained through Federal service, that has provided you with the knowledge, skills, and abilities to successfully perform the duties of the position.
To qualify for the GS-14 level, you must possess at least one year of specialized experience equivalent to the GS-13 grade level, which is defined as:
Demonstrated expertise in Intelligence Community Directive 203 analytic tradecraft standards.
Expert knowledge of the operations of the IC and associated functions, processes, principles, methods and procedures.
High degree of skill in the application of judgment and tact to personally deal with both colleagues and senior-level personnel in connection with a variety of complex programs.
Knowledge of intelligence operations and analytical principles as well as threats to Homeland Security in order to gather, analyze and evaluate intelligence information.
Knowledge or experience in developing policy and procedures to design and implement data management initiatives.
Experience working on complex projects and assignments, including at the Departmental or other equivalent level, with favorable results.
Experience serving as an action officer and interfacing with senior leadership.
Experience working in an intelligence operations center or similar fast paced environment.
In addition to the specialized experience described above, you must have related experience in each of the competencies listed below which must be supported by the information contained in your resume and other application materials:
Demonstrated ability to produce and complete all-source cyber finished intelligence assessments of highly complex cyber threat topics that require minimal editing; are accurate, clear, concise, and well-organized; adhere to the highest level of Intelligence Community Directive 203 analytic tradecraft standards.
Proven ability in applying structured analytic techniques and innovative approaches to highly complex cyber intelligence questions where considerable ambiguity and a lack of information and
precedent exist to produce actionable intelligence judgments and opportunity analysis on cyber threats.
Technical knowledge of cyber threat actor tactics, techniques, and procedures and demonstrated use of cybersecurity information in all-source finished intelligence analysis.
Demonstrated skill in communicating verbally and in writing cyber threat intelligence analysis that provides critical understanding of the cyber threat to technical and non-technical customers.
Substantive degree of skill in application of judgment and tact in personally dealing with senior decision-makers and high-level technical and management officials. Ability to reconcile differing or conflicting viewpoints.
Demonstrated ability to initiate, lead, mentor, recognize, value, build, and leverage collaborative and constructive networks of diverse coworkers, peers, customers, stakeholders, and teams within an organization and/or across the federal government, Intelligence Community, state and local governments, and the private sector to share knowledge and achieve results.
