You will serve as a ROC ASSESSMENT MANAGER in the SHIP MAINTENANCE AND MATERIAL DEPARTMENT of COMNAVAIRLANT.

Duties

You will serve as the Aircraft Carrier Readiness Operations Center (CVN ROC) Assessment Program Manager. You will develop CVN assessment policies for Commander Naval Air Forces, articulate the requirements for all shipboard assessments, and gain policy approval from the Director, and Aircraft Carrier Readiness Operations. You will support the Director of Aircraft Carrier Readiness Operations in decision making relating to potential actions that support the CVN ROC’s assessment of aircraft carrier readiness. You will work with senior aircraft carrier leadership and maintenance and operational leadership to improve the overall readiness of aircraft carriers. You will develop assessment program policies and provide advice on the methods and analysis tools that better define and clearly outline overall aircraft carrier readiness status to senior Navy leadership. You will have full authority and responsibility to manage all programs as they relate to the assessment of aircraft carrier readiness. You will formulate directorate and program goals, plans, policies, procedures, and work plans as they relate to the assessment of aircraft carriers. You will lead, develop, coordinate, and articulate for the United States Aircraft Carrier Force on common goals, vision, and methodology to assess aircraft carrier readiness requirements. You will provide ongoing review of aircraft carrier assessment reporting practices and methodology to identify areas for improvement. You will advise staff of policies, procedures, and directives of higher-level management or headquarters.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • This position may be required to obtain radiological dosimetry and may be required to enter a nuclear radiation area to perform aspects of the position.
  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.

Qualifications

To qualify for ROC ASSESSMENT MANAGER, GS-0301-14 position, your resume must demonstrate at least one year (52 weeks) of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience working on and with all facets of aircraft carrier operations, maintenance, manning, training, and administrative requirements. Experience with laws, policies, regulations, and precedents applicable to the assessment of Aircraft Carrier Force Readiness Requirements and Capabilities, to include the DON, OPNAV, USFFC and CPF Aircraft Carrier Force Readiness program goals and objectives. Experience evaluating the analysis of program effectiveness as it relates to ship operational readiness to meet defined warfare mission areas. Experience applying advanced nuclear maintenance concepts, principles, and practices of program analysis, to analyze and evaluate previous, current, and projected maintenance programs, and budget requirements for potential effectiveness in meeting their objectives. Experience identifying critical issues and negotiating with disparate groups to reach a consensus regarding new proposals and ideas as it relates to Aircraft Carrier Force. Experience with nuclear propulsion plant design, operation, maintenance requirements and practices, technical specifications, radiological management and handling, and nuclear work sequencing.
