You will serve as a Team Leader in the acquisitions department of CARDEROCK DIV NS. This position is part of the Warfare Centers Personnel Demonstration Project. The NT-5 pay band encompasses positions equivalent to GS-13 and GS-14.

Duties

You will provide acquisition guidance to Senior Contract Specialists, Contract Specialists and or customers as well as review contract packages. You will review work products for the development of facts, soundness of judgement, and adequacy of analysis as well as to ensure compliance with statutes, procedures regulations and policy. You will serve as an advisor in procurement planning meetings for acquisitions assigned to team members. You will identify within assigned major programs those major subsystems, components, equipment, and services to be acquired by contract. You will support the team in the development of procurement objectives for the program regarding competition and price range. You will plan the contractual vehicle including the use of pricing arrangements, subcontracting policy, set-aside policies and similar considerations. You will plan/coordinate strategy with team members to develop the negotiation objectives for the Government's technical and cost/price position. You will serve as a Contracting Officer, being responsible for issuing solicitations, signing contracts, modifications, terminations, Determinations and Findings, Justifications and Approvals, and Business Clearance Memorandums for team members.

• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
• You live or work within the commute area of the duty location(s) listed for this position.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the NT-4 (GS-11/12 equivalency) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: as a professional Contract Specialist analyzing contracting requirements to resolve issues and provide technical guidance on contract administration and Federal contract laws, regulations, and policies for a federal agency or command. Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
