The primary purpose of this position is to serve as a logistics management specialist in support of the host/tenant support agreements, Memorandum of Understanding/Memorandum of Agreement (MOU/MOA) program.
Duties
Host/Tenant Support agreements (HTSA) responsibilities; works with the requesting official and senior specialists and/or program manager for specific support services such as (but not limited to): personnel, financial, dining hall, etc.
Serve as technical advisor on Interservice Support Agreement (ISSA) and Intergovernmental Support Agreement (IGSA) administration, ensuring compliance with regulatory and funding processes and procedures used in the development and delivery of services.
Assist program managers with development of support criteria for a specific support function/program, participates in the development and coordination of support criteria, indicators, and procedures for measuring performance, and sustainment effectiveness on a continuing basis, and for major decision points in the program.
Negotiate all support agreements, Memorandums of Understanding, and Memorandum of Agreements.
Serve as representative and spokesperson in communicating Host/Tenant Support agreements (HTSA) program matters.
Perform Security Manager Duties; reviews and evaluates reports to determine individual fitness and reliability.

- Travel and relocation expenses will not be paid.
- This position is subject to provisions of the DoD Priority Placement Program.
- Work may occasionally require travel away on aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays.
- Incumbent is required to participate in war or peacetime alerts/contingency operations.
- The work requires the employee to drive a motor vehicle. An appropriate, valid driver’s license is required for the position.
- Disclosure of Political Appointments is required.

- May occasionally be required to work other than normal duty hours and/or Shift work may be required which may include overtime and/or irregular hours.
- This position has been designated as a Testing Designated Position (TDP) under the Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, administrative and management positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-07 level (or equivalent in other pay systems) in the federal service in which equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position. Specialized experience is experience which may have been gained while assisting with logistics planning, coordination of readiness training and readiness evaluations, problem solving, program operations and determining funding requirements.

EDUCATION: Successful completion of a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL. B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: YOU MUST SUBMIT A COPY OF YOUR TRANSCRIPT.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100 percent. To combine education and experience, determine the total qualifying experience as a percentage of the experience required for the grade level. Then determine the education as a percentage of the education required for the grade level. Finally, add the two percentages. The total percentage must equal at least 100 percent to qualify an applicant for that grade level. NOTE: YOU MUST SUBMIT A COPY OF YOUR TRANSCRIPT.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of policies practices and procedures of support agreements design, specifications development requests; and an understanding of support requirements as well as organizational functions involved in logistical and/or support services.
2. Knowledge of policies and practices for Host Tenant Support Agreements (HTSA) or equivalent planning, development, and execution sufficient to coordinate and integrate functions into a total, well structured, and viable program.
3. Knowledge of installation support services as they apply to organizations involved in research, development, acquisition, training, etc.
4. Knowledge of contractual processes, procedures, and technical requirements; and knowledge of personnel security clearances and investigation processes.
5. Ability to plan, analyze, and coordinate an installation program to assess requests for various support services and coordinate with appropriate host organizations; identify specific requirements for money, manpower, materiel, facilities, and services needed to support the program.
6. Ability to communicate effectively, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
