This position serves as an expert engineer providing civil engineering consultation and advisement to senior colleagues and/or Department officials for significant projects with complex features representing an important segment of the Department's operating programs or affecting the welfare of the public and/or the sustainability of natural resources and the environment.

Duties

The major duties of the Civil Engineer include, but are not limited to, the following: Coordinates with superintendents and regional program managers in developing project scope, schedules, budget, financing and staffing needs. Develops, monitors, and manages project plans that outline the scope, schedule, and budget of assigned projects. Directing, planning, and conducting engineering studies or evaluations such as preliminary, appraisal, feasibility, final design, and value planning/value engineering. Provides technical reviews, peer reviews, and checking of designs, drawings, engineering analysis, and technical documents, specifications, and contract correspondence, ensuring documents are accurate and quality assurance processes were followed. Oversight of on-site construction work, including inspection and acceptance of facility or utility construction work performed by a contractor.

All qualifications must be met by the closing date of this announcement-01/20/2025-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience. All applicants must meet the basic requirement in addition to the specialized experience requirement identified below. To qualify for this position at the GS-13 grade level, you must possess the following at least one of the Basic Requirements by close of the announcement:' Education A. Successfully completed a full 4-year professional engineering curriculum, leading to a bachelor's or higher degree in engineering from an accredited college or university that has an engineering curriculum accredited by the Accreditation Board for Engineering and Technology (ABET). -OR- B. Successfully completed a full 4-year professional engineering curriculum leading to a bachelor's or higher degree in engineering. The curriculum included differential and integral calculus and courses in five of the following seven areas of engineering science or physics (more advanced than first-year physics and chemistry): (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. -OR- C. Successfully passed the Engineer-in-Training (EIT) examination AND completed of all of the requirements for a bachelor's degree in engineering technology (BET) that included 60 semester hours of courses in the physical, mathematical, and engineering sciences as listed above. -OR- D. Registered Professional Engineer in a state in the U.S., the District of Columbia, Guam, or Puerto Rico. My registration is based on passing a written examination given by the State Board. -OR- E. Completed at least 60 semester hours of courses in the physical, mathematical, and engineering sciences that included courses as described in B above, and are acceptable toward a degree in professional engineering. -OR- F. A combination of education and experience. Successfully completed a 4-year curriculum leading to a bachelor's degree in engineering technology or in a related scientific curriculum such as physics, chemistry, architecture, computer science, mathematics, hydrology, or geology. Additionally, my work experience includes one or more years of professional engineering experience acquired under professional engineering supervision and guidance. In addition to the Basic Requirement you must also meet the following Minimum Qualification Requirements. To qualify for this position at the GS-13 grade level, you must meet the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: mastery of, and skill in applying, professional expertise in advanced engineering theories, concepts, principles, standards, and methods to provide expert engineering advice and consultation to senior colleagues and/or Department officials who are responsible for broad program operations and to execute significant projects with complex features that represent an important segment of the Department's operating programs or that affect the welfare of the public and/or the sustainability of natural resources. You must include hours per week worked. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
