The position serves as the Vocational Development Specialist (Community Employment Coordinator (CEC) for Homeless Veterans) and is located at the Social Work Service Health Care for Homeless Veterans (HCHV) Program, at the Department of Veterans Affairs, Northern California Health Care System, in Mather AFB, CA.
Duties

Provides information, pre-employment assessment and workforce re-entry planning services, and coordination;
Establishes respectful, effective relationships with Veterans and with the clinical and administrative staff;
Provided guidance and training to all homeless programs and staff across the medical center;
Works with local staff in developing templates for concise, individualized Veteran-centered assessments;
Develops employment opportunities for homeless Veterans both directly through community-based job development and indirectly by leveraging the expertise of the employment collaborative;
Monitors performance and progress through review of cases referred;
Provides feedback to the homeless program staff and VA leadership on system resources, strengths, accomplishments, challenges and recommended corrective actions;
Develops and maintains a database on referral and placement outcomes;
Performs other related duties as assigned.
Work Schedule: Monday through Friday from 8:00am - 4:30pm

Qualifications
English Language Proficiency: In accordance with 38 U.S.C. 7402(d), No person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. You must be proficient in basic written and spoken English in order to meet the requirements of this position. ~AND~
Driver's License: This position requires a current, valid state driver's license; If selected you will be expected to travel within the community. ~AND~
In addition to meeting the English proficiency and Driver's License requirements, to qualify for this position all applicants must meet one of the following:
Specialized Experience: At least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties this position. Specialized experience may include: Work that required obtaining and applying occupational information for people with disabilities, knowledge of the interrelationships of the involved professional and specialist services, and skill in employing the methodology and techniques of counseling to motivate and encourage individuals served by the program; Experience that demonstrated knowledge of the vocational rehabilitation problems characteristic of the disabled, including familiarity with available resources and skill in identifying, evaluating, and making effective use of such resources to serve individuals with disabilities; or of the disadvantaged, including knowledge of adjustment problems of the educationally or culturally disadvantaged, familiarity with available adult education and training resources, and ability to recognize problem areas needing special attention; Experience in vocational guidance or teaching in a recognized vocational rehabilitation program or school, developmental or supervisory work in programs of vocational rehabilitation or training programs for the disadvantaged, or personnel or employment placement work that provided extensive knowledge of the training and adjustment requirements necessary to place persons having disabilities or social adjustment problems. Education: Successful completion of a Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher-level graduate education leading to such a degree with a major study in vocational rehabilitation, vocational or educational counseling, or other fields related to the position. Combination: Equivalent combinations of successfully completed progressively higher-level graduate education (beyond the second year) and specialized experience, as described above, which meet the total experience requirements for this grade level. IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The physical demands of this position involve active listening, reading, observing, and evaluating verbal and nonverbal behavior, walking, speaking, writing reports, writing policies and procedures, writing CPRS notes, using office equipment such as computers, telephones, fax machines, and photocopy machines. Lifting and transporting goods and products for meetings and direct patient care are required. Driving government vehicles safely is required.
