The primary purpose of this position is to serve as an administrative librarian with principal responsibility for financial management and analysis, resources advisory, and return of investment for library programs and resources.
Duties
Financial oversight.
Administers the Air Force Library Program information operations.
Maintains library professional competencies.
Serves as the Command Librarian for multiple MAJCOM libraries, some of which have unique responsibilities with AF-wide impact.

- Work may require some travel away from the normal duty station on commercial or military aircraft in the performance of temporary duty and training assignments.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, 1410 Series. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
All librarians must meet the requirements for professional education in library science or possess equivalent experience and education as shown for GS-7; however, as a standard practice applicants enter at grade GS-9 on the basis of a master's degree in library science.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Experience must have demonstrated the ability to perform, supervise, or direct one or more of the functional areas of work covered by this series; to understand the concepts, theories, new developments, and co-relationship of information in related fields; and to maintain up-to-date information on the state of the art. For positions where foreign language proficiency is needed, applicants must be able to read and/or translate material in the appropriate specialized subject-matter field.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes ability to manage the day operation of the library and assume the Director's duties in his/her absence; maintain current professional knowledge of library and information matters; provide prompt and professional guidance on library operations in the form of written and personal staff visits; examine, interpret, and prepare valid reports, costs, services, productivity, efficiency, and the effectiveness of operations; recommend and develop methods, procedures, and training programs to improve management of libraries and services; conduct studies and evaluations in areas such as library automation, library building planning, library personnel and staff development, and make recommendations concerning future directions and program policy changes.

EDUCATION: All librarians must meet the requirements for professional education in library science or possess equivalent experience and education as shown for GS-7; however, as a standard practice applicants enter at grade GS-9 on the basis of a master's degree in library science.
A full 4-year course of study in an accredited college or university that meets all academic requirements for a bachelor's degree that included at least 24 semester hours in the specialized field for which the applicant is being considered, e.g., physical science, biological science, social science; or that included any combination of subjects with at least 15 semester hours in a major subject (such as physics or chemistry) that is especially applicable to the position for which the applicant is being considered.

OR
Completion of at least 24 semester hours of legal study in an accredited law school for positions primarily concerned with providing library services in law or legislative reference;
OR
Four years of pertinent experience of such nature and level to provide a knowledge of the basic principles, theories, practices, techniques, terminology and expressions of the appropriate discipline or subject-matter field; an understanding of the standard methods, procedures, and techniques of research and analysis in the subject-matter field; ability to acquire additional information about the field and related fields; and some knowledge of literature resources in the field.
Such experience should be equivalent to that which would have been acquired through successful completion of a full 4-year curriculum in an accredited college or university with major study in appropriate subjects, or combination of subjects, as specified in above; or legal training as specified in above;

COMBINATION OF EXPERIENCE AND EDUCATION: Any time equivalent combination of experience as described in with education as described Above
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Mastery of library science, management, collection development, reference and other public services, serials management and other technical services in order to effect significant program changes, resolve complex problems, develop analytical methods that improve library operations, and expert knowledge needed to provide sound advice to commanders and installation level professional librarians to resolve a variety of problems in Air Force library systems.
Knowledge of Federal, DOD, and USAF regulatory guidance pertinent to Air Force library and information programs and services; expert knowledge of Air Force library and information Program operations. Expert knowledge of Air Force Library Program operations.
Expert knowledge of library and information science philosophy, practices, operations, and processes is needed to provide sound financial advice to Chief, AF Libraries Division. Expert knowledge of Air Force budgeting, accounting, financial Government Purchase Authorization Card, fiscal management, established procurement rules, contracting procedures, and internal organizational acquisition policies.
Knowledge and skill in using persuasive and motivating techniques to gain support for program goals and objectives from Air Staff, AFIMSC, AF Services Activity, and libraries as well as other Federal libraries or systems which affect Air Force libraries. Ability to establish and maintain good customer and interpersonal relations.
Expert strategic planning, organizing, communication, and problem solving resolution skills. Ability to communicate orally and in written communications.
Comprehensive knowledge of Activity functions, services, practices, processes, issues, and policies. Analytical ability and skill in applying logical thinking to find solutions to problems.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
