Duties
Coordinates with other resource area personnel to assess the road maintenance requirements/needs.
Assists in supporting the development of the deferred maintenance project priorities.
Assists in the performance of project road design work.
Assist in performing technical engineering work on bridges, pavements, drainage structures.
Design work includes developing solutions to road-induced resource management problems that are cost-effective and meeting road management objectives and considering resource needs and user needs for safety, travel information, and maintenance.
Prepares conventional designs and specifications for various engineering projects or systems.
Prepares the preliminary site investigations to obtain required information for new or proposed structures, drainage areas, topography, and feasible layout of facilities in relation to terrain.
Responsible for the development of a forest-wide road sign plan to implement individual road management objectives, forest plan, and/or travel management decisions.
Oversees the development of project plans and specifications prior to contract advertisement to ensure compliance with environmental requirements.
Requirements

Qualifications

Specialized Experience Requirement:
For the GS-09 grade level: You must have one year specialized experience equivalent to the GS-08 in the Federal service. Specialized experience is defined as performing ONE (1) of more of the following:
Attended pre-bid and bid opening conferences to discuss principal construction features and requirements, in terms of methods and equipment;
Conducted detailed site surveys, such as plotting of profiles and cross sections, setting stakes to mark pertinent features, or investigating foundation and barrow pits;
Informed contractor of requirements concerning construction scheduling, progress reporting, safety measures, wage and hour law observance, labor relations, or payroll records;
Participated in preparation of plans, specifications, and cost estimates for modifications to small engineering systems and/or timber sale road packages.
For the GS-10 grade level: You must have one year specialized experience equivalent to the GS-09 in the Federal service. Specialized experience is defined as performing TWO (2) of more of the following:
Performed field surveys and collected data required for engineering plans for design and construction on forest administrative sites,
Recommended solutions to routine construction project problems that can be resolved by calculations typical to civil engineering projects,
Completed conditions surveys and recorded data to maintain and update databases,
Prepared engineering data reports and recommended priorities used in the formulation of cost estimates and bills of materials.

TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
