The primary purpose of this position, DRUG TESTING PROGRAM ASSISTANT NK-0303-02, is to assist the installation Drug Demand Reduction Program Manager (DDRPM) administer all aspects of the military and civilian Drug Testing Programs, and report issues regarding the urinalysis program to the chain of command, when appropriate.

Duties

Assist the Installation Drug Demand Reduction Program Manager (DDRPM) with the DoD military and civilian drug testing programs. Assist the DDRPM with the administrative management of the drug-testing program. Perform administrative duties such as filing, records maintenance, data entry, and updates. Coordinate organizational drug sweeps as requested by commanders at all levels or by the Office of Special Investigations. Verify test results are received for every specimen sent for testing, track results, and follow-up with testing laboratory to resolve issues of turnaround times, pending results, and untestable specimens.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Clerical and Administrative Support Positions. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NK-01, equivalent to the next lower grade GS-04 or equivalent in other pay systems. Specialized experience is experience in assist with gathering data, compiling reports, and making recommendations based upon analysis of factual information and knowledge of Drug Testing Program rules, regulations and precedents; aid in collecting, packaging, inspecting, testing, and shipping drug testing specimens using knowledge of conventional principles of the urinalysis chain of custody, medical terminology, testing concepts, and established procedures; identifying problems from collected data, and selecting solutions from alternatives in guidelines and precedent cases; update, maintain and use approved computer applications for the selection of personnel for random drug testing; preparing clear, concise reports that describe the collection techniques and other processes and procedures; and collecting data and safeguarding confidential drug testing information. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: I have successfully completed Four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: I have equivalent combinations of successfully completed post high school education and experience directly related to the work of the position as outlined above that meets the requirements of the position. NOTE: You must submit a copy of your transcripts. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the Drug Testing Programs sufficient to gather data, compile reports, and make recommendations based upon analysis of factual information. Knowledge of the conventional principles of the urinalysis chain of custody, medical terminology, testing concepts, and established procedures as related to drug testing specimen collect, packaging, inspecting, testing, and shipping. Knowledge of DoD Directives, Air Force Instructions, MAJCOM, and local policies governing military and civilian drug testing procedures. Ability to communicate clearly and effectively, both orally and in writing. Ability to collect data and safeguard confidential drug testing information. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
