The Deputy Director works in concert with the Director and leads the senior management of the National Postal Museum (NPM) to conduct the museum's mission and is responsible for management of NPM’s operations, finance and administration. The incumbent supervises the entire Mangement Team of the Museum and is responsible for strategic planning and setting museum policies with and for the Director.
Duties
The position supervises the entire Management Team of the museum including the Director of Exhibits, Director of Collections, Director of Finance, Director of Education and Visitor Experience, Director of Marketing and the Director of Curatorial Affairs. Overall Planning and Direction Works closely with the Director in the overall planning, direction, and management of the Museum's programs and operations. In concert with the Director, sets priorities, plans, and implements programs, develops and manages resources, supervises staff, and oversees the administration of the Museum. Serves as principal advisor to the Director on long and short-range program planning and allocation of Museum resources. The Deputy Director is directly responsible for the management of the National Postal Museum’s financial management and administration and takes lead in the development of resource plans and policies regarding budget formulation, personnel allocation, functional operations, and coordination with the United States Postal Service (USPS) and NPM’s host site at the Postal Square Building next to Union Station in Washington DC. Department Oversight Oversees the following departments: Exhibitions, Collections Management, Education and Visitor Services, Marketing and Public, Finance and Administration and Curatorial Affairs. Provides policy guidance and direction to management and ensures they fulfill their supervisory responsibilities effectively. The Incumbent is responsible for all building-related operations and in identifying all issues that could impact museum operations including repairs, maintenance and security. Management and Administration Responsible for management of staff in areas of financial management, administration, personnel and revenue generation, physical plant and safety, security, custodial, and visitor operations. Performs the full range of supervisory responsibilities and supports diversity in hiring practices, training and development, and daily supervision. Coordinates with central Smithsonian offices such as Smithsonian Enterprises for the Postal Museum’s Retail Store and Facilities Management for physical plant, security, custodial, and safety. Serves as principal advisor to the Director in matters related to museum business activities and contracts. Financial Management and Grant Coordination Oversees and manages all financial management activities relating to the Museum's programs and operations. Directs, manages, and provides policy guidance and oversight of financial management personnel, activities, and operations. Coordinates the activities of the Finance and Administration Office responsible for USPS annual budget formulation, execution and audit; financial management, human resources management, procurement, and core facilities expenditures at NPM’s leased facility. Assures that adequate controls are exercised so that expenditures remain within the approved budget and USPS grant guidelines. Strategic Planning and Committee Support Collaborating closely with the Director, directs the long-term strategic plan, broad operating objectives, and policies and actively monitors progress toward realizing organizational goals. Supports the Director and coordinates the activities of NPM’s Coordinating Committee (attendees include SI Secretary and USPS Postmaster General). Directs planning, organization, and relevant programmatic support with the Management team and staff in areas of public engagement, exhibitions, collections management, acquisition and conservation, web content and publications, and education and public programs. Directs and implements new program initiatives and NPM’s digitization plans with USPS. Represents NPM on the Federal Security Committee and the Smithsonian’s Emergency Operations Group and the Office of Safety, Health, and Environmental Management.Compliance and Coordination Ensures compliance with all Smithsonian policies and directives. Coordinates with central Smithsonian offices about requests in security, personnel, contracting, accounting, management, and budget. Human Resources and Staff Development Leads NPM in HR issues including the core staff development of organizational structure and hiring. Manages a multi-disciplined and culturally diverse workforce with the Director, fostering teamwork and high morale, attracting, retaining, and motivating employees, and implementing DEAI (Diversity, Equity, Access, and Inclusion) initiatives and EEO/Affirmative Action policies and programs. Issues performance plans and works closely with the Office of Human Resources. Serves as Acting Museum Director as designated.

Qualifications
BASIC QUALIFICATIONS Applicants must clearly demonstrate the necessary level of managerial and leadership skills and competence to perform successfully in this position. This includes a degree in an applicable subject matter field, or a combination of education and appropriate experience that provides knowledge comparable to that normally acquired through successful completion of a four-year course of study in an applicable subject matter field. SPECIALIZED EXPERIENCE In addition, applicants must have one year of specialized experience at or equivalent to the GS-15 level. Specialized experience is defined as the demonstrated leadership skills in managing the financial and administrative functions of a museum or cultural organization. The applications that meet the basic qualifications will be evaluated further against the following criteria: 1. Demonstrated leadership and familiarity with museum management, including management of functions such as financial operations, personnel, facility and safety operations, collections management and public engagement. 2. Leadership experience at the managerial level that includes goal setting, planning and implementing programs, establishing metrics and reporting protocols, and fostering institutional morale. 3. Skill in executive level budgeting and resource management, including managing relationships across large, multi-tiered organizations. 4. Skill in leading and managing a multi-disciplined and culturally diverse workforce, including fostering teamwork and high morale; attracting, retaining and motivating employees; and implementing EEO/Affirmative Action policies and programs.
