Duties
This position is located in the Office of the Chief Information Officer (OCIO), Executive Office for US Attorneys (EOUSA), Department of Justice (DOJ). OCIO is responsible for the Information Technology (IT) operations of the 94 United States Attorneys' Offices (USAOs).
The incumbent performs a wide range of financial management functions, including strategic planning, budget formulation, resource planning (budget, procurement, human capital, and facilities.) Also provides technical, analytical, and advisory expertise relative to the budget requirements and funds execution functions for the OCIO. Typical work assignments will include:
Monitoring the execution of OCIO budgets and operating plans, including DOJ, EOUSA, OMB processes and requirements and knowledge of the sources and types of funding available to support OCIO activities and programs.
Ensuring accurate recording of day-to-day transactions and ledger maintenance.
Analyzing actual obligations as reported monthly from accounting systems with estimates of funding distribution.
Arranging for adjustments to accounting reports or develop reprogramming notifications as appropriate.
Preparing comprehensive justifications of budget estimates for individual phases of operations by review and analysis of data submitted by the OCIO staffs and through researching into and analyzing of previous expenditure data.
Developing the methodology and guides the implementation of Return on Investment (cost/benefit analysis), estimates of funding, and time phasing requirements.
Developing long- and short-range resource requirements for IT projects.
Preparing IT Investment Portfolio Budget Data Calls.
Responsibilities will increase and assignments will become more complex as your training and experience progress.
Requirements

- Initial appointment is conditioned upon a satisfactory pre-employment adjudication. This includes fingerprint, credit and tax checks, and drug testing. Continued employment is subject to a favorable adjudication of a background investigation

Qualifications
GS-9: To be eligible at the GS-9 level, you must meet ONE of the following conditions as defined below: Specialized Experience, Education or a combination of Education and Experience.
Specialized Experience: One full year of specialized experience equivalent to the GS 7 level. Specialized experience is defined as experience performing the following types of duties: tracking budget expenses and contracts for funds availability; using an automated financial management system (such as UFMS, JEDI, USAFORMS) to enter financial data, track funds and develop reports; and processing reimbursable agreements.
Education: Masters or equivalent graduate degree; or 2 full years of progressively higher-level graduate education leading to such a degree; or LL.B. or J.D in a closely related field (accounting or financial management, public administration, business administration) that provided the knowledge, skills and abilities necessary to perform the work of a Budget Analyst.
Combining Education and Experience: Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements. To calculate your percentage of graduate education, first determine the total number of graduate hours that exceed 18 semester hours (or your school's definition of one year of graduate study), then divide the total number of your excess graduate semester hours by 18 (or your school's definition of one year of graduate study). To calculate your percentage of qualifying experience, divide your total number of months of qualifying experience by 12. Now, add the two percentages together. The sum of the percentages must equal at least 100%.
GS-11: To be eligible at the GS-11 level, you must meet at least ONE of the following conditions, as defined below: Specialized Experience, Education, OR a combination of Education and Experience.
Specialized experience: One full year of specialized experience equivalent to the GS-9 level. Specialized experience is defined as performing the following types of duties: using an automated financial management system (such as UFMS, JEDI, USAFORMS) in gathering, extracting, reviewing, verifying, and consolidating a variety of financial information and data; reviewing the accuracy and consistency of IT program budgets; reconciling budget inconstancies to providing recommendations to management; and processing reimbursable agreements.
Education: One of the following types of education in a related field (e.g., accounting or financial management, public administration, business administration, etc.): a Ph.D. or equivalent doctorate degree; OR 3 full years of progressively higher-level graduate education leading to such a degree. Education at the graduate level must be in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to perform the duties of the position.
Combining Education and Experience: Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements. In order to qualify based on a combination, graduate education must be in excess of 2 full years.
GS-12: To be eligible at the GS-12 level, you must meet one full year of specialized experience as defined below.
Specialized Experience: One full year of specialized experience equivalent to the GS-11 level. Specialized Experience is defined as performing the following types of duties: developing budget requirements for IT projects and consolidating inputs for submission through appropriate channels; reviewing obligations, expenditures, unobligated orders, and available balances to in an automated financial management system (such as UFMS, JEDI, USAFORMS); reviewing financial and budgetary data to identify gaps and conflicts in program and financial/budgetary information; and, processing reimbursable agreements.
Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies.
