Duties

The primary purpose of this position is: to provide advice, guidance, and expertise to the 637th Training Group (TRG) Commander and key staff on the DoD English Language Program (DELP) in the Plans and Program Division ensuring coordination and internal consistency among policy, plans, and programs; to provide advisory support, technical data, and analysis on DLIELC English Language Training Programs (ELTP) and institutional issues and initiatives; and to represent DLIELC externally to English language program stakeholders. DUTIES Provides professional advice and counsel on all aspects of the training mission to the Commandant and senior staff. Responds to inquiries regarding educational and training issues; develops, reviews, and interprets literature in accordance with AETC instructional guidance. Plans, prepares, coordinates, and conducts special projects or studies, often of strategic nature, for the Commandant and senior staff; represents DLIELC with a variety of installation and functional area organizations. Provides technical and administrative duties to the 637th Training Group.

  • It is highly desired that employee has a degree in English as a Second/Foreign language, English, foreign languages or a related field, or significant experience as a manager at DLIELC.
  • Work occasionally requires travel away from the normal duty station on military or commercial aircraft.
  • Employee must possess or obtain and maintain a secret clearance as a condition for continued employment in this position.
  • Employee must possess or obtain and maintain a current passport.
  • Employee must meet the mandatory standards of experience and training.
  • Employee must participate in the squadron training plan.
  • Incumbent must sign a mobility agreement under the provisions of the agency mobility program. Incumbent must be willing and able to travel by military and commercial air in CONUS and OCONUS.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, General Education and Training Series 1701 + IOR BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Basic Requirements: Degree: that included or was supplemented by major study in education or in a subject-matter field appropriate to the position. or Combination of education and experience -- courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described in A above. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes thorough working knowledge of principles, concepts and techniques of English language training in order to evaluate and advise on new developments in training programs. Knowledge of instructional development theories and systems sufficient to suggest revisions to instructional materials. Knowledge of organizational structures as they relate to English language training problems sufficient to recommend on new and innovative approaches and methods and serve as advisor for international and DoD clients requiring ESL training advice. Knowledge of DLIELC training administration, policies and procedures. Ability to communicate orally and in writing to explain organizational policies and goals. Comprehensive knowledge of a wide variety of methods sufficient to make substantial adaptations and/or solutions to the problems complicated by factors such as changing situations or educational developments resulting in outdated guidelines. Knowledge of an extensive variety of instructional program planning methods and techniques sufficient to plan total support requirements mandated by the Department of Defense. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of strategic planning principles, theories, techniques and practices; resource policies and procedures; and basic statistical measurement tools and techniques to monitor processes/ initiatives or to detect problem areas and develop ad recommend/ execute corrective actions. 2. Knowledge of professional ESL/EFL principles, theories, practices and learning methodologies, and the use of technology in an effective language classroom; training principles, practices, and techniques of instruction as well as professional training administration concepts, practices, policies, and procedures. 3. Ability to analyze sensitive data and documents to develop timely and economic solutions; to examine, evaluate, and accomplish special training studies and projects; and to plan, organize, and direct the functions, operations, and staff of a small organization. 4. Ability to represent the organization within and outside the agency and to effectively communicate orally and in writing to establish and maintain effective working relationships with stakeholders and all levels of personnel within and outside the organizations. 5. Skill in establishing English language program objectives and assessing progress toward their achievement. 6. Ability to work with all levels of personnel within the organizations PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave.
