THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a FACILITY OPERATIONS SPECIALIST, Position Description Number PDD1269000 and is part of the WY Construction and Facilities Management Office, Wyoming Army National Guard.
This is a Title 32 Dual Status Technician Excepted Service position. Military affiliation is required.
Duties
This position is assigned to the Wyoming Army National Guard's (WYARNG) Construction and Facilities Management Office (CFMO), Design and Project Management Branch and is located at a Level II Regional Training Facility, Camp Guernsey, WY. The primary purpose of the position is to implement the programming and execution of WYARNG's major/minor construction and renovation projects in a geographically separated area.
(1) Administers, coordinates, and verifies design work performed by Architect/Engineer firms often exceeding one million dollars and one year in duration per project.
(2) Requests construction funding. Manages bidding process, in coordination with the Contracting Officer and recommends award of construction contracts.
(3) Serves as the senior technical employee overseeing one or more employees performing technical work within the Design and Project Management Branch.
(4) Provides guidance on the development of building environmental, energy, security, and communication systems both for programmed new construction and for retrofit of existing buildings.
(5) Provides guidance and input to the Improvement Program for WYARNG readiness centers.

DESCRIPTION OF WORK:
Work involves supervising, leading, or performing administrative work, operating and maintaining buildings, grounds, and other facilities such as posts, bases, shipyards, depots, medical or health care facilities. Work typically involves coordinating and directing work performed by a variety of trades and labor employees and requires broad knowledge of such work. Such work requires administrative and managerial skills and abilities and a broad technical knowledge of the operating capabilities and maintenance requirements.
QUALIFICATION REQUIREMENTS:
Must possess experience, education, or training which provided a knowledge of equipment maintenance work, or skill in reading engineering drawings and specifications, using test instruments, making computations, and keeping records. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE:
Must possess at least 1-year equivalent to at least next lower grade level experience (GS-9), education or, training which demonstrates the knowledge of, and skill in applying, a comprehensive range of principles, concepts, and practices concerning equipment, facility, or service operations with complicated technical requirements that have no clear precedent or plan. Experience overseeing and implementing a program involving the identification and resolution of difficult issues or problems. Experience preparing budgets based on plans for maintenance, repair work, new construction alteration projects, replacement of existing equipment, or increase in services and processes to ensure program effectiveness.
NOTE: Qualification Requirements and Specialized Experience will be used to determine qualifications for the announced position. Applicants must provide from (e.g., 02/2015 - 03/2017 or Feb 2017 - Mar 2017) dates and hours worked per week with description of your specialized experience on the resume.
MILITARY REQUIREMENTS: Selected candidates will be required to be in a compatible military grade and assignment prior to the effective date of placement.

To qualify for the National Guard GS-1640 Title 32 Excepted Service positions, on the basis of completed undergraduate or graduate education, the awarded college degree should be in one of -or- be a combination of the following disciplines: Engineering, industrial arts, property management, or business administration.
Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications. Therefore, provide unofficial copies of transcripts from schools accredited by accrediting institutions recognized by the U.S. Department of Education.
