THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is for an AUDITOR, Position Description Number PDT5145P01 and is part of the WY 153rd Airlift Wing, Wyoming National Guard.
This position is in the Excepted Service "under the authority of Title V, P.L. 114-328, and Sections 932 and 1084 (FY17 NDAA)".
This is a Title 5 Excepted Service position. Military affiliation is not required.
Duties
This position is located in the United States Property and Fiscal Office (USPFO). Incumbent serves as an agent of the United States Property and Fiscal Officer on financial and managerial issues that require examination by a professional. Reports to the Internal Review (IR) Division Chief but may receive guidance and directions from a higher graded IR Supervisor or IR Accountant Auditor if assigned.
The purpose is to advise, supervise, and perform work consisting of a systematic examination and appraisal of financial records, financial and management reports, management controls, performance requirements, policies, and practices affecting or reflecting the financial condition and operating results of various activities. The GS-0511 auditors conduct performance audits.
GS-09: (In training) Performs routine or limited quick response reviews, audit compliance and follow-up, and a variety of duties to analyze financial reports and operational data used by local management. Assists higher-graded auditors with more complex reviews. Coordinates and performs reviews of operational functions. This position is located in the USPFO. Incumbent receives guidance and directions and work review from a higher graded Internal Review Auditor.
GS-11: Performs quick response reviews, consulting and advisory services, risk management, audit compliance and follow-up, and a variety of duties to analyze financial reports and operational data used by local management. Incumbent may receive guidance and directions from a higher graded IR Supervisor or IR Accountant Auditor if assigned.
GS-12: Performs quick response reviews, consulting and advisory services, risk management, liaison with external audit organizations, audit compliance and follow-up, and a variety of accounting duties to analyze financial reports and operational data used by local management. As senior auditor, incumbent performs the most difficult work of the unit and distributes and monitors the workload of lower-graded evaluators and provides advice and assistance to them.
Qualifications
In order to qualify, you must meet the experience and/or education requirements described below.
POSITIVE EDUCATION REQUIREMENTS:
A. Bachelor's or Higher Degree (Full 4-year course of study): Accounting; auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included - or - was supplemented by 24 semester hours in accounting. The 24 hours may include up to six hours of credit in business law. (Include legible copy of transcripts with application)
OR
B. Combination of Education and Experience: At least four years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to six hours of business law. (Include legible copy of transcripts with application)
2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination. (Include copy of CPA or CIA certificate with application).
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing. For example, completed 15 semester hours, however, the school course work does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that:
(a) The applicant has successfully worked at the full-performance level in accounting, auditing, or a related field for example, valuation engineering or financial institution examining.
(b) A panel of at least two higher level professional accountants or auditors determined the applicant demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the four-year course of study described above in paragraph A; and
(c) Except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
SPECIALIZED EXPERIENCE:
To qualify, must have at least one year of equivalent specialized experience to at least the next lower grade and have fundamental auditing experiences and competencies that provided knowledge of auditing principles and procedures.
Excellent understanding of the basic principles and concepts of the National Guard audit business program requirements;
Auditor experiences, to include examinations and tests that used statistical and/or judgmental sampling of financial records and management controls to determine the degree of efficiency, economy, and effectiveness in which the audited activities discharged their financial responsibilities.
GS-09 SPECIALIZED EXPERIENCE:
To qualify, applicant should have the competency to perform the following:
· Ability to perform various auditing program requirements.
GS-11 SPECIALIZED EXPERIENCE:
To qualify, applicant should have auditing experiences and competencies that provided knowledge of auditing principles and procedures.
· Excellent understanding of the basic principles and concepts to audit business program requirements;
· Experiences that concerned obtaining sufficient reliable evidence through inspection, observation, inquiries, and confirmation to provide a reasonable basis for an opinion in regard to the activity under examination.
· Auditor experiences, to include examinations and tests that used statistical and/or judgmental sampling of financial records and management controls to determine the degree of efficiency, economy, and effectiveness in which the audited activities discharged their managerial responsibilities.
GS-12 SPECIALIZED EXPERIENCE:
To qualify, applicant should have financial audit and/or performance audit experiences that led to objective and systematic examinations and resulted in independent assessments of a unit's performance, efficiency, organization, program, activity or function.
· Experiences in audit preparations, planning, conducting, and reporting with a full range of competencies in auditing that successfully accomplished intended purposes.
· Audit experiences including adherence to prescribed policies; compliance with applicable laws, regulations, and precedent decisions;
· Auditor experiences and training that demonstrated his or her abilities to lead, train subordinates, follow directions, read, retain, and comply with instructions, regulations, policies and procedures.
KNOWLEDGE, SKILLS, and ABILITIES (KSAs)
Professional, comprehensive knowledge of auditing theories, practices, techniques, and standards; thorough knowledge of fiscal law and a knowledge of the organization's programs, functions and policies to accomplish managerial accounting and operational assignments.
Technical knowledge to review and advise on exceptional problems or enhancements needed. Ability to examine output products to ensure the management tools are providing the necessary feedback for management to make sound decisions.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
TIME-IN-GRADE: Any applicant who within the previous 52 weeks held a General Schedule position under non-temporary appointment must meet time-in-grade requirements by the closing date of this announcement. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. NOTE: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement.
If you are a current GS employee applying for a higher grade than the grade currently held, provide an SF-50 showing the next lower grade was held for at least one year. Some SF-50s effective within the last 52 weeks will not demonstrate the next lower grade was held for at least one year (e.g., General Adjustment SF-50 from this year). FINANCIAL MANAGEMENT CERTIFICATION REQUIREMENT:
Continued employment in this position is subject to successfully obtaining and maintaining a Level 2 DoD Financial Management Certification within two years from entry on duty to the position unless the incumbent is already in a position that requires a Level 2 certification in which case, he/she must complete the certification in the original 2-year period.
