This is NOT a remote position. This position serves as the Associate Regional Director for Administration and Business Services leading the directorate within the National Capital Regional Office (NCR). This position is concurrently open to DOI Merit Promotion eligibles under NC-1616-NCRO-25-12657270IMP and only one position will be filled between these two vacancy announcements.

Duties

The major duties of the Program Manager position include, but are not limited to, the following: Responsible for leading and supervising an array of administrative functions, including Information Technology, Internal Controls, Learning and Development, Property and Leasing, Credit Cards, Concessions and Leasing, Recreational and other fees, Special Park uses, Comptroller and finance and acquisition, providing overall guidance on program development, priorities and policies. Serves as a key liaison to the field and Washington based programs that service Regional and Park needs for Human Resources, Contracting and Financial Assistance to ensure NCR perspectives, concerns and issues are addressed and centralized policies and procedures reflect the needs of the regions and parks. Formulates, adopts, and implements broad operating plans, programs, and policies. Provides leadership in developing strategic plans and tactical approaches for administrative implementation of new policies and programs that are developed at the National Park Service, the Department of the Interior, or other levels. Serves as an authority and expert for all Regional administrative activities and programs, providing authoritative advice and interpretation.

Qualifications

All qualifications must be met by the closing date of this announcement-01/16/2025-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for the Program Manager position at the GS-15 grade, you must meet the following minimum qualifications by the closing date of this announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-14 grade level in the Federal service (obtained in either the public or private sectors). This experience must include all of the following: managing principles and techniques used in areas administration, which include participating in the administration of a large, complex budget involving an array of administrative expenses; keeping an organization's revenue in balance and providing advice on budget and financial management; performing self directed administrative tasks in support of established requirements for leases, finances, property management, or personnel; serving as a member of an executive leadership team; serving as a principal advisor to management on a wide array of administrative functions (budget, partnership agreements, contracting, financial assistance, IT, tele-communications, human resources, property and procurement management); analyzing and resolving problems; and Significant leadership experience in the development and maintenance of external and internal partnerships relative to administrative management to support park and regional operations. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Experience listed as full-time will be credited at 40 hours per week.
