This position is in the Agricultural Research Service (ARS), Administrative and Financial Management (AFM), Financial Management and Agreements Division (FMAD) located in Beltsville, MD. In this position, you will serve as the mission area senior expert on all matters relating to local, domestic, and foreign travel; employee relocation programs including sale and/or purchase of residence, relocation entitlements and government-wide entitlement programs; and conference management.

Duties

Serves as the REE financial expert on all matters relating to the automated travel program in relation to the official financial and accounting system. Prepares initial determination at Agency level or recommendation involving request for waiver of claims and erroneous payments of allowances. Oversees conference planning and reporting requirements (sponsoring and attendance) for all REE Agencies. Informs Agency leadership of evolving requirements and deadlines. Serves as a co-team lead for the improvement of the department's travel system (Concur) and development of new travel system (ETS Next) within REE. Provides technical guidance and advisory service in answering inquiries on travel matters and in reviewing travel activities conducted by locations, Areas, and Headquarters personnel for compliance with Federal and Departmental travel Regulations. Participates as a technical advisor in meetings with the REE program and administrative management officials on interpretations, explanations and discussions of travel regulations and policies where potential impasses are likely. Interprets Federal Travel Regulation, the Agriculture Travel Regulation, and Departmental Regulations in order to develop and implements detailed REE wide policies and procedures. Formulates, recommends, and implements Agency policies, programs, and procedures governing REE fiscal management activities relating to travel and allowances.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-14 includes one year of specialized experience comparable to GS-13 which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience supervising or leading a team and providing advice and guidance to an organization on matters related to federal travel, conferences, or relocation services; formulating and implementing travel policies and procedures; utilizing automated accounting systems including travel or financial system interfaces; and providing recommendations for financial and fiscal improvements to a program to ensure employee's travel and reimbursement needs are met. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
