About the Position: Serve as a Navigation Project Assistant (OA) with U.S Army Corps of Engineer, Operations Division, Markland Lock and Dam. Responsible for assisting the Lockmaster and staff on the practical and technical aspects of office administration. Performs staff work in the areas of office automation, purchasing, property control, personnel actions, data process, reporting, and other office operations.
Duties
Serves as the primary project site employee responsible for the review and application of administrative guidelines necessary for project operations.
Interprets and applies regulations, procedures, and policies relative to administrative actions in the functions of budget, procurement, property management, personnel reports, and records management, and clerical support.
Applies instructions and makes recommendations as appropriate.
Assists Lockmaster with property accountability activities for project inventory of expendable and non-expendable property.
Monitors and maintains ongoing overview of the field office's financial situation and keeps the Lockmaster informed.
Acts as ordering officer and VISA cardholder to purchase supplies or services under authorized dollar threshold or as an Authorized Receiving Official.
Responds to numerous telephone requests for navigation/river information, and complaints from the public, other Government agencies and commercial navigational interest.
Provides answers and/or research for project employees regarding questions concerning the various aspects of employment.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315
- This is an Office Automation (OA) position. Incumbent must self-certify as a qualified typist (40 wpm) for this position.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. GS-6 Specialized Experience: One year of specialized experience which includes interpret and apply policies relative to administrative actions in budget, personnel reports, records management, and clerical support; perform timekeeping and travel arrangements using automated systems; compile information to prepare reports on operational and administrative matters; and conduct correspondence using email and maintain office calendars. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05).

Education: A half year (i.e., 9 semester hours) of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position such as Business Administration.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 9. Add the two percentages.

Full promotion potential for this position is GS 7. To be eligible for non-competitive promotion to the target position you must upon meet time-in-grade restrictions and the following requirements: (1) demonstrate ability to perform at target grade level; (2) Higher level work exists at target grade level; (3) Increased responsibilities are assigned; (4) Supervisor recommends promotion; (5) complete all required training, and conditions of employment.
