You will serve as a LEAD SAFETY ENGINEER in the ENVIRONMENTAL SAFETY & OCC HEALTH DEPT, C106 of SOUTHWEST REGIONAL MAINTENANCE CENTER.

Duties

You will organize, administer, coordinate, evaluate, and implement a comprehensive Confined Space Program. You will provide gas free engineering and confined space program guidance to various personnel to ensure compliance with confined space program and gas free requirements. You will develop and implement work instructions, procedures, processes, engineering documents, facility and equipment drawings and procurement specifications. You will be the technical authority on the commands Gas Free Engineering Program for matters relating to the Navy Confined Space Safety Program. You will provide training, technical advice and perform second-level review of confined space entry and Gas Free Engineering (GFE) work products. You will instruct employees in specific tasks and job techniques and makes available written instructions, reference materials and supplies. You will report on the performance, progress and training needs of employees and on any professional development issues. You will provide information to supervisor as requested concerning promotions, reassignment, recognition of outstanding performance, and personnel needs. You will be responsible for planning, administration, evaluation, and management of the Gas Free Engineering/Confined Space Program designed to prevent injuries, accidents, or loss of life or damage to government property. You will provide visual inspection and testing of confined or poorly ventilated enclosed spaces.

• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• You will be required to serve as Emergency Relocation Group (ERG) member for the Continuity of Operations Planning (COOP).

Qualifications

GS-13: Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-12) grade level or pay band in the Federal service or equivalent experience in the private or public sector as a professional engineer conducting gas free engineering system and safety analysis to assure critical system level performance and safety requirements are met to achieve confined space program objectives for ship overhauls. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
