This position is located with the Bureau of Indian Affairs, Great Plains Region in Aberdeen, South Dakota. This is a Bargaining Unit position, for more information see What are bargaining units? NOTE: TRAVEL AND RELOCATION EXPENSES WILL BE AUTHORIZED IN ACCORDANCE WITH THE FEDERAL TRAVEL REGULATIONS, WITH THE EXCEPTION OF REAL ESTATE EXPENSES UNDER THE CONTRACTOR-PROVIDED HOME SALE CONTRACT.

Duties

Examines all legal instruments in a chain of title for a specific tract of land to determine validity and its relationship to applicable laws, treaties, regulations, and policies. Establishes the correct legal description for the chain of title in accordance with the rectangular survey system or metes and bounds in accordance with the cadastral surveys or other surveys of record. Identifies all ownership interests of both servient and subservient property rights together with all encumbrances and liens of record against the property. Establishes all title defects and notes the same where appropriate. Researches, analyzes, and reviews land title records for those problem cases, controversies and non-routine situations arising over Indian and government-owned real property. Prepares the necessary correspondence and/or documentation needed to answer, certify, or verify each title, ownership, encumbrance or estate questions or problems that may be referred. Provides technical assistance to examiners and clerks involving matters pertaining to the resolution of title matters as well providing guidance and in-house training to LTRO personnel.

Qualifications

EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Clerical and Administrative Support Positions, GS-0963). GS-9: I have at least one (1) year of full-time specialized experience or the equivalent, comparable to at least the GS-8 in the Federal Service (obtained in either the public or private sector). This experience must include 4 of the 6 activities: 1.) examining extremely difficult, complex, or controversial title cases in all areas of title; 2.) revision of title actions and correction of conveyance documents; 3.) identifying omissions or errors and prepares notification of the deficiency for the originating office when the legal instrument does not contain sufficient information to record; 4.) acts as liaison for the LTRO Manager in preparing records management reports; 5.) advise realty specialists in preparation of various forms (i.e. title conveyance, equitable title, property management agreements, etc.) ensuring that all technical language are legal, clear, accurate, proper, and binding; 6.) complete and review extensive chain of title. SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and is typically in or related to the position to be filled. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date. Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (title 25, USC Section 472). Additional selections may be made from this announcement if identical vacancies occur in the same location within 90 days from the closing date.
