Duties
Supervisory duties include planning work for subordinates, setting and adjusting short-term priorities, and preparing work/assignment schedules.
Evaluates work performance of subordinates; gives technical and administrative advice, counsel, or instruction.
Facilitates the professional development of subordinates through training, production and quality improvements, and performance standards.
Provides leadership and technical guidance to subordinates and other teams for assigned areas.
Directs a team's (technical) pricing mission programs, including early acquisition engagement, cost/price analysis, technical support to negotiations, and negotiation support for forward pricing, progress payments, and final vouchers.
Reviews and approves negotiation recommendations based on pricing and technical reviews, knowledge of the contractor's operations, and complex guidelines governing profit and fees to maintain product quality.
Represents a team and an organization by articulating policy, justifying activities, defending operations, briefing management, providing program guidance, committing resources, and resolving (technical) pricing issues.
Ensures that team functions are conducted within guidelines provided by higher authorities, including ensuring cost/pricing cases are loaded and assigned in the appropriate Agency Authorized Capability.
Advises a higher-level team supervisor about the impact of team problems to total group and command-level programs.
Resolves actions at their lowest working level, and elevates requests as needed for resolution.
Requirements

- Appointment is subject to the completion of a favorable suitability or fitness determination, where reciprocity cannot be applied; unfavorably adjudicated background checks will be grounds for removal.

Qualifications
To qualify for a Supervisory Contract Price / Cost Analyst, your resume and supporting documentation must support:
A. Basic Contracting Requirement: A.) A baccalaureate degree from an accredited educational institution authorized to grant baccalaureate degrees OR B.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000 are excluded from the requirements of "A" above.
AND
B. Specialized Experience: One year of specialized experience that equipped you with the competencies to successfully perform the duties of the position and is directly in, or related to, this position. To qualify for the NH-03 level, specialized experience must be at the NH-02 or GS-11 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Supervisory duties to include the planning of work to be accomplished by subordinates, sets and adjusts short-term priorities and prepares schedules for completion of work.
Direct the team's pricing and/or technical pricing mission programs to include early acquisition engagement, cost and price analysis, and other negotiation support such as forward pricing, progress payments, and final vouchers.
Participate in negotiations with the contractor involving rates, technical requirements, and settlement of costs/price.
Review and approve negotiation recommendations based on technical reviews, personal knowledge of the contractor's operations and complex guidelines governing profit and fee.
Interact with other managers and supervisors as well as with contractor officials to identify, coordinate and resolve issues crossing organizational lines.
Review reports made by the Inspector General, GAO, and other agencies pertaining to pricing matters; coordinates or develops replies as necessary and assures that observed/cited deficiencies are corrected.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
