About the Position: This is a Budget Analyst GS-0560-11/12; position with the USACE Little Rock District's Resource Management Office and will be located in Little Rock, AR. This position may be filled at the GS-11, with promotion to the GS-12 or filled at the full performance GS-12 grade level. Promotion to the full performance grade level is at the discretion of management.

Duties

Serve as a Budget Analyst in a District Office responsible for performing a variety of budgetary and financial duties. Responsible for a full complement of budget functions and duties associated with the formulation and execution phases of the 500 plus million-dollar budget. Assist with and review budget estimates prepared by technical elements and program managers to ensure adequacy of documentation and sufficiency of information. Monitors charges made to the Revolving Fund account for all salary and expense items. Reviews all funds received in the District, and requested work, to determine if fund type are in compliance with law and intent of program authorization. Monitor and track the execution of the operating budget through the review of periodic reports and printouts of actual expenditures in comparison to projected figures. Assist District budget and program analysts with their District funding transactions including loading, monitoring, and returning/revoking direct and reimbursable funding as assigned by Budget Office. Maintain liaison with and monitors reimbursable work requested by or performed for other government agencies.

For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. FOR THE GS-11: Specialized Experience: One year of specialized experience which includes: 1) developing organizational budgets; AND 2) monitoring organizational budget execution. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. [remove LL.M., if unrelated] in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: [insert applicable field(s) of study]. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
