The incumbent is responsible for maintaining a complex Agent Cashier Section assigned to Fiscal Service. Performs a very critical role within the VA system, functions independently with a broad knowledge base and minimal supervision. Primary duties involve teller activities composed of the areas of collection and disbursement of funds. In this capacity the incumbent is designated as an authorized Agent of the Treasury Department , and is personally held responsible for the Treasury's advance.

Duties

Duties include but are not limited to: The incumbent performs the work of a full-time Teller and provides training to alternate tellers. In addition, the incumbent provides training and technical advice to Imprest Fund Cashiers. The teller determines the acceptability of payment documents and cash items, aided by knowledge of Treasury Department and Department of Veterans Affairs regulations. Incumbent has collection responsibilities that determine the type of payment; i.e., Third Party, Co-Payment, or a combination of several types. Incumbent is responsible for the funds advanced by the Treasury Disbursing Office to cover payment of vouchers and must either return the funds in full or submit documentary evidence that they were disbursed or otherwise disposed of in accordance with applicable law and instructions of the GAO, Treasury Department, and the VA. Processes receipts, deposits and accounts for collections received. The incumbent is technically and administratively responsible for all teller input to the Austin Finance Service Center (FSC) and Treasury reports; reconciliations and all disbursements and receipts of cash instruments. The incumbent is responsible for maintaining the cash flow so that adequate cash is on hand at all times to operate the daily cashier functions. The incumbent is responsible for planning and reviewing all activities of the section, takes prompt action as necessary to modify and/or change existing practices, efficiency in operations and maintenance of work on a current and accurate basis in accordance with all existing laws and regulations. Incumbent is required to balance accounts daily to assure that the disbursing fund and collections are properly accounted for. The records of alternate tellers are verified to account for any collections received or disbursements made. Performs other duties as assigned. Work Schedule: Monday- Friday 8:00am - 4:30pm. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/10/2025. Proficiency Requirement In addition to meeting experience or education requirements, applicants for this positions must show possession of the following skills, as appropriate. Applicants may meet these requirements by passing the appropriate performance test, presenting a certificate of proficiency from a school or other organization authorized to issue such certificates by the Office of Personnel Management local office, or by self-certifying their proficiency. 40 words per minute typing speed In addition to the above, you may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: performing cash/check/electronic funds processing functions which involve the receipt, disbursement, deposits and transfers; administrative tasks performing basic cash processing procedures, preparing cash drawers, and balancing and verifying cash count for accuracy. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 4 years above high school. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 2 years of high school. You will be rated on the following Competencies for this position: Administration and ManagementAttention to DetailCustomer Service (Clerical/Technical) Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
