The purpose of this position is to serve as a Public Affairs Specialist, within the Office of Communications and Congressional Affairs (OCCA), for DCSA. The incumbent is responsible for producing comprehensive strategic communication plans that explain and promote the DCSA mission and operational areas to both internal and external audiences using
various media (e.g., publications, websites, social media and speaking engagements) channels.
Duties
As a PUBLIC AFFAIRS SPECIALIST you will be responsible for the following duties:
* Produce comprehensive strategic communication plans that explain and promote assigned DCSA mission and operational areas to both internal and external audiences.
* Serve as advisor to senior leadership about all matters involving public information issues, media engagements and communications policy.
* Formulate and draft themes, messages, and speeches for key agency personnel, news releases, presentations, articles, information papers, and related staff activities.
* Plan and implement effective information programs via various media (e.g., publications, websites, social media and speaking engagements) channels.
* Perform editorial reviews of written material and products developed throughout the agency.
* Initiate, administer, and direct internal and external information programs to meet various information needs in conformance with the overall mission and policies of the agency.
* Develop and execute plans for media engagements and coordinate agency media query responses and media interviews as required.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.
You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GS/ GG- 12) in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes:
Develop communications plans to include essential components such as key messages, timelines and supporting products.
Conduct media outreach, respond to media queries and establish effective working relationships.
Advise and prepare senior leaders for speaking engagements, media interviews and other events.
Collaborate with subject matter experts to develop a cohesive, well produced message that can be used for a variety of public affairs products.
Conduct research on media outlets, reporters, speaking opportunities and develop a comprehensive plan of execution based on the research.
Specifically you will be evaluated on the following competencies:

Substitution of education may not be used in lieu of specialized experience for this grade level.
