As a Transportation Operations Officer, you will manage the full spectrum of fleet vehicles.Location of position:Office of Zonal Fleet Management Division, Federal Acquisition Service (FAS), Fleet Management Center-Zone 4 must be within the commuting area of: Los Angeles, CA; Lompoc, CA; or Fresno, CA.
We are currently filling one vacancy, but additional vacancies may be filled as needed in this or other GSA organizations within the same commuting area.
Duties
Performs customer service and liaison for the Inter-Agency Fleet Management Program (IFMS).
Manages and oversees the complete maintenance program for all customer agencies in a variety of climates for a variety of special purpose as well as standard vehicles and equipment.
Responsible for preparation of basic specifications for accessory equipment, solicitation of competitive bids, award, and inspection and acceptance of equipment.
Negotiates and administers terms, conditions and pricing on Cross Service Agreements, Memorandumsof Agreement, Vendor Agreements, Interservice Support Agreements as well as open market purchases,for maintenance and repair, fuel, oil, detailing, etc.
Responsible for the oversight of the FMCs vehicle acquisition program.
Participates in GSA's Health and Safety Program, with emphasis on driver awareness training thatreduces operating costs through prevention of accidents, injuries, employee lost time and down time ofvehicles and equipment.
Supervises a subordinate staff of employees engaged in administrative, analytical, mechanical and technical, contract administration, and related work.
This position has job functions that must be executed within specific geographic locations. The official duty station is a federal facility, leased space, or an alternative worksite (typically the employee’s home) within the specified geographic area. You will be expected to report to a specific GSA duty location at least two or more days a pay period depending upon the terms of the agency’s telework policy.

The GS-13 salary range starts at $103701.00 per year. To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service.
Specialized experience is experience in fleet operations in the automotive field including acquisitions, maintenance controls, accident management, and vehicle re-marketing. This experience should include experience with:
implementing, coordinating, administering, and/or evaluating national programs and/or fleet pilot programs
automated vehicle management computer systems
providing technical direction, guidance and coordination of fleet management programs, polices, and initiatives which include industry practices/trends and marketing advertising/strategies.
